In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Technical & Operational Experience:
- Agile Methodologies: Deep understanding of Agile software development principles, with a formal Scrum certification (e.g., CSM, PSM) and direct experience supervising or leading Scrum teams highly preferred.
- Technical Background: Core software development background with hands-on experience in Java programming and Oracle systems, supplemented by a strong conceptual understanding of ETL processes, data analytics, and reporting tools.
- Application Lifecycle Tools: Practical proficiency utilizing the Atlassian suite (Jira, Confluence, Bitbucket) and R4J/Ease Requirements to manage software workflows, release tracking, and requirements traceability.
- State IT Frameworks: Familiarity with California state government IT state-mandated frameworks, procurement processes, and accessibility/security compliance regulations.
- Stakeholder & Team Communication: Exceptional interpersonal skills with a proven ability to mentor technical staff, collaborate with state vendors, and professionally brief senior department executives and business stakeholders.
- Performance Management: Demonstrated success in managing team and individual performance, including establishing clear accountability, addressing underperformance, and effectively resolving personnel and staff issues is highly preferred.
The Statement of Qualifications (SOQ) is required for this position. The SOQ is a narrative discussion of the candidate's education, training, experience, and skills as it relates to the desirable qualifications and duties for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. The SOQ should explain in detail why the candidate believes his or her knowledge, skills, and abilities could apply towards this position.
