Job purpose
The Chief Human Resources Officer (CHRO) provides leadership in all areas of human resources, pension and payroll functions to support the 10,000+ full and part-time employees throughout the archdiocese. Serves as an internal human resources consultant for the Archdiocese of Philadelphia and their parishes, schools, seminary and agencies in matters pertaining to policy interpretation, performance management, equitable salary recommendations, employee relations, conflict resolution, discipline, terminations and compliance with state and Federal employment regulations
Duties and responsibilities
- Partners with General Counsel and management for resolution of various employment related litigation and potential litigation.
- Administrator and report review leader of the EthicsPoint hotline and database for the Archdiocese of Philadelphia.
- Provides human resources consulting for all levels of management at the pastoral center, parishes, schools, seminary and agencies throughout the Archdiocese of Philadelphia, to interpret policies, benefits and resolve various payroll and employment matters.
- Oversees administration of Lay Employees and Priests benefit programs, including medical, pension, 403 (b) and payroll. Reviews current programs and recommends changes and strategic guidance with regard to plan designs and providers, as appropriate. Reviews voluntary benefit programs to ascertain best fit and needs.
- Oversees compensation, performance management and recruiting best practices.
- Meets with staff, throughout the archdiocese, affected by layoffs, closings, consolidations or mergers to provide counseling and assistance regarding compensation, benefits and other job placement opportunities.
- Provides training and staff development sessions as needed.
- Serves as the Vice-Chair of the Board of Trustees for the Lay Employees Retirement Plan and 403 (b) Retirement Committee.
- Serves as Chair of the Hiring and Benefits Committees.
- Manages a budget for human resources department.
- Manage, develop and retain a team of staff within human resources, payroll and pension.
- Demonstrate an understanding, respect and support for Roman Catholic Church teaching, mission and values.
Performs all other duties as required consistent with the human resource management functions.

Qualifications
- Bachelor’s degree in human resources management or related field and at least 10 years’ experience in human resources required. Experience working in a non-profit environment. Master’s Level or Professional HRCI certification preferred;
- Strong knowledge of principles and practices of human resources.
- Effective oral and written communication skills and analytical skills.
- Ability to multi-task in a high-volume complex environment.
- Strong computer skills (Microsoft Office Suite) and HRIS.
- Strong interpersonal skills and ability to problem solve.
- Ability to work with and maintain confidential information.
- Must be in communion with the Roman Catholic Church.
Working knowledge of the mission, structure and leadership of the archdiocese.

Working conditions
Regularly required to provide assistance after normal office hours and on weekends via phone and email.
Physical requirements
While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tool or controls; reach with hands and arms; climb stairs; talk or hear. Frequent prolonged use of a computer, driving moderate distances, some lifting and carrying of materials weighing up to 30lbs, generally in connection with presentations and group meetings.
