DUTIES OF COUNTY TREASURER
A county treasurer must keep records and make reports as set out in KRS 68.210, 68.020, 68.300, 68.360 and 66.480 and must also keep the following records as required by the Uniform System of Accounts for Kentucky Counties:
1. Cash Receipts Journal and Cash Receipts Ledger 2. Check Distribution Ledger 3. Appropriation Ledger 4. General Ledger 5. Fixed Asset Schedule 6. Liabilities Schedule 7. Schedule of Expenditures of Federal Awards 8. Investment Journals 9. Subsidiary Ledgers and Journals 10. Account for each individually: a. General Fund b. Road and Bridge Fund c. Jail Fund d. LGEA Fund (where applicable) e. A special account for each grant (not necessarily a separate fund) 11. Prepare financial reports for the fiscal court and jailer each month, pursuant to KRS 68.360 and KRS 441.235. 12. Prepare a quarterly financial statement for the State Local Finance Officer. 13. Prepare an annual settlement for the fiscal court within 30 days of the close of the fiscal year pursuant to KRS 68.020(5). 14. Prepare an annual financial statement, pursuant to KRS 424.220. 15. Countersign checks only if the following conditions exist:: Claim reviewed by the fiscal court Sufficient fund balance and adequate cash in the bank to cover the check Adequate free balance in a properly budgeted appropriation account to cover the check 16. The county treasurer is the sole officer bonded to receive and disburse county funds and could be liable on the county treasurer’s bond if correct records are not maintained and the procedures are not followed as required by law.
Other duties:
On call during regular business hours,
Address e-mails and other correspondence received,
Banking - make deposits daily, open new accounts, transfer money, security pledging for deposits,
Process ALL payrolls for county employees,

Process training incentive payments for elected officials and county treasurer,
Process Employers Payroll Reporting -
Prepare and submit state tax - twice monthly,
Prepare and submit W/H Taxes - due at time of processing each payroll,
Enroll new employees and prepare and submit retirement w/h and county match contribution on each employee and submit monthly(act as go-between on retirement questions),
Prepare and submit city taxes w/h quarterly,
Prepare and submit unemployment wage report quarterly,
Prepare and submit 941 form and schedule B quarterly,
Prepare W-2’s and submit annually to IRS, Kentucky Department of Revenue and employees,
Prepare and submit city tax w/h quarterly and
Process payroll when Finance Officer is absent.
Prepare 1099’s annually and submit to IRS and recipient.
Prepare and submit Form 720 annually.
County Clerk Report submitted annually.
US Treasury - Request money for ARAP, LATCF and OPIOIDS SETTLEMENT and do timely reporting on these funds.
Prepare revenue accounts for new budget, balance the budget when appropriations are completed, prepare long-term debt sheet and print new budget to be presented to the
Fiscal Court.
Prepare GASB and SEFA reporting annually.
Prepare budget amendments when needed.
Publish audited financial statement in the Bracken Co News.
Reconcile bond statement account(Justice Center Bonds).
Correct all mistakes on payroll processing, general ledger postings, check numbers posted, insurance postings, out of balance batches, etc.
Other duties as asked to perform.
Check Signing – No checks shall be signed if the Fund Balance is negative or the budget account has a negative balance. The same goes for the pre-approved accounts. No check shall be signed if the pre-approved budget account has a negative balance.
Deposits – Required on a daily basis per state.
Judge – wants posted to G/L daily.
This is a Fiscal Court appointed position. The current term expires June 30, 2027. Reappointment will be based on job performance.
