The Texas Health and Human Services Commission in Austin is looking for a seasoned Business Intelligence Analyst Specialist for a long-term, on-site engagement. This senior position involves capturing technical and business needs, converting them into functional data solutions, facilitating enterprise-level reporting, and assisting staff in utilizing AI technologies to drive precise data-informed decisions.
Core Responsibilities

Document business, technical, and data needs to create detailed technical specifications and testing records.

Improve project reliability by spearheading testing initiatives through the creation of test plans, cases, and comprehensive traceability matrices.

Perform complex SQL querying to pull, examine, and verify information across various platforms.

Design and verify data visualizations, dashboards, and reports using Tableau or Power BI.

Help the organization achieve better insights by converting intricate data inquiries into effective AI prompts and search strategies.

Develop centralized repositories for standardized AI prompts and reporting formats.

Enhance team capabilities by mentoring non-technical personnel on data literacy, reporting standards, and AI tool usage.

Work alongside IT, data engineering, and business partners to address data discrepancies and elevate reporting accuracy.

Uphold organizational integrity by ensuring all work aligns with data governance, reporting protocols, and ethical AI standards.
Essential Qualifications

A minimum of 10 years in senior analytical positions, such as Systems Analyst, Data Analyst, or Business Analyst.

Over a decade of expertise in capturing business requirements and converting multifaceted data needs into technical outputs.

Proficiency in advanced SQL for the purpose of data manipulation and extraction.

Proven track record in designing dashboards, reports, and visualizations via Power BI or Tableau.

Strong interpersonal skills with the ability to clarify technical topics for audiences without a technical background.

Demonstrated history of producing testing documentation, including test cases, plans, and traceability matrices.
Preferred Qualifications

Background in Data Warehouse and Business Intelligence ecosystems.

Previous experience working within highly regulated sectors or Health & Human Services environments.

Familiarity with the principles of data quality and governance.

Experience in designing and facilitating training programs focused on data literacy.

Background in building AI prompt catalogs utilizing Python, Streamlit, or similar technologies.
