Directs the work of an Economic and Employment Service (EES) team. Recruits, selects, assigns, and evaluates staff in keeping with state, regional and Kansas Organization of State Employees (KOSE) regulations. Monitors time usage. Establishes performance expectations, provides feedback, guidance, mentoring, monitoring, and motivation. Ensures coverage and provides back-up for team. Ensures resources are available to enable staff to complete their work effectively.
Ensures work team follows methods and principles of Business Process Management (BPM) as outlined in the Business Process Manual. Observes staff interviewing or in other tasks to ensure staff are aware and follow the process and principles of Business Process Management, including but not limited to first contact resolution, eliminating rework, and client choice. Complete Business Process Management cases reads to ensure process and principle are being followed.

Qualifications
Minimum Qualifications: *If a driver’s license is required for the position, candidates will be required to submit a copy to the recruiter following interviews* Six years of experience interviewing, investigating, compiling information, documenting decisions, interpreting guidelines and/or providing technical assistance relevant to the agency’s program. Post-secondary education may be substituted for experience as determined relevant by the agency. Maintain a valid Kansas Driver's License.
Preferred Qualifications:
Case Management Experience - Eligibility determination: case documentation, caseload management, public interaction basic mathematics, data base management/ reporting.
Social/Human service professional: disseminating information; crisis intervention, basic interview skills and techniques.
DCF Experience- fully trained in all EES eligibility programs.

Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.
Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.

The person in this position has access to protected health information (PHI) under the provisions of the Heath Information Portability Act of 1996 (HIPPA) Privacy Rule. PHI must be treated in accordance with the provisions of the HIPAA Privacy Regulation including the requirements for safeguarding, releasing and recording the release of such information. The person will receive training in the provision of the HIPAA Privacy Regulations as they relate to the duties of this position and has signed a confidentiality agreement.

Supervision and Team Management
Directs the work of an Economic and Employment Service (EES) team. Ensures resources are available to enable staff to complete their work effectively. Facilitates work of team. Promotes team cohesiveness. Manages information and communicates effectively with team through individual and team conferences. Deals with conflict resolution. Monitors reports and maintains documentation for evaluation purposes. Plans and conducts employee conferences and team meetings. Demonstrate basic competencies in state and regional Conditions of Employment. Addresses concerning actions or behaviors through use of Progressive Discipline and Performance Management Process (PMP) tools.
Business Process Management Service
Ensures support staff and support staff HSC follow methods and principles of Business Process Management (BPM) as outlined in the Business Process Manual. Observes and directs support staff in daily tasks to ensure staff know and follow process and principles, including first contact resolution, eliminating rework, customer choice and timeliness. Identifies daily assignments for staff and adjusts assignments as needed or directed by the BPM Coordinator, Program Administrator (PA), and/or Assistant Program Administrator (APA). Responds to needs and resources for all avenues of service based on daily staffing. Ensures team staging and imaging areas are organized appropriately and functioning correctly. Ensures the phone process is working appropriately. Optimally be managing work (including front end and clerical processes) same day\next day. Ensures effective and collaborative communication with the BPM Coordinator, PA, and/or APA.
Team Performance and Accuracy
Completes support staff shadows to ensure process and principles are being followed. Ensures BPM tools are being used correctly, such as registration guidelines, tracker entry, and usage of applicable reception and greeter scripts. Ensures staff provide internal and external customer service effectively through all mediums of communication to include face to face, electronic correspondence, and phone. Monitors reports and other available data on individual performance, including registration and mail processing and adherence to staff assignments. Assists with working various reports received by the Regions. Assist with training of new staff and targeted training with experienced staff to increase performance. Monitors the work of support staff Human Services Consultant, ensuring training is provided in a timely and accurate manner. Collaborates with Service Center Managers, EES Eligibility supervisors, and other program supervisors to ensure staff are fulfilling expectations of cross-program/agency support.
Professional Development
Promotes professional development and monitors staff’s knowledge of EES support policy and procedure through training, team huddles, and conferences. Encourages independence and collaboration in teams and between divisions. Uses peer experts, training, and sharing successes to encourage growth. Is a mentor and a role model. Attends and participates in conferences with supervisor and office meetings with peers. Participates in program and management meetings. Participates in teams and work groups for the purpose of professional development. Participates in strategic planning, as required. Drives a state or private vehicle (with approval) to attend meetings, trainings or provide supervision for employees in another office.
