POSITION TITLE: Senior FOIA Analyst
Location: Full-Time On-Site at USDA-OGC Headquarters in Washington DC
BENEFITS: Full
CLEARANCE REQUIRED: OPM Public Trust T2S required.
US. Citizenship Required: Yes - US citizenship verification required.
SALARY BASE: $115,000 a year - Based on experience, required and preferred quals, team capabilities, and proposal ceilings.
SUMMARY
Kenney Business Solutions (KBS) is seeking experienced Senior FOIA Analysts as part of an active proposal to support a large-scale Freedom of Information Act (FOIA) program for the U.S. Department of Agriculture (USDA). This is a senior-level position requiring substantial FOIA expertise and a Juris Doctor (JD).
Senior FOIA Specialists will provide advanced legal and analytical review of complex FOIA matters, lead and mentor FOIA analysts, and ensure work products meet applicable statutory, regulatory, and quality standards. This position plays a critical role in reviewing cases before recommended determinations are submitted to Government officials and may also support FOIA administrative appeals and litigation.
Key Responsibilities
- Lead a team of FOIA specialists, including allocating cases, reviewing work products, and monitoring team performance and quality.
- Conduct senior-level review of complex FOIA and Privacy Act requests.
- Prepare FOIA administrative appeals for legal sufficiency review.
- Analyze and apply the nine FOIA exemptions, Exemption 3 statutes, Privacy Act requirements, and relevant case law.
- Make recommendations regarding procedural matters such as fee categories, fee waivers, and expedited processing.
- Perform final quality reviews of proposed redactions and ensure compliance with FOIA, USDA regulations, and applicable legal precedent.
- Draft interim and final FOIA response letters for Government review and signature.
- Prepare Vaughn Indexes, declarations, and other litigation-support materials.
- Support FOIA litigation and high-volume or time-sensitive case surges.
- Mentor Junior and Mid-Level FOIA Specialists on exemption analysis, case law, and proper FOIA processing procedures.
- Provide internal training and guidance regarding FOIA requirements and legal developments.
- Utilize enterprise FOIA case management systems and Adobe Acrobat Pro to review, redact, and manage responsive records.
REQUIRED QUALIFICATIONS
- Juris Doctor (JD) from an ABA-accredited law school.
- Minimum 5 years of FOIA and/or Privacy Act processing experience.
- Strong working knowledge of the nine FOIA exemptions, Exemption 3 statutes, Privacy Act, and applicable FOIA case law.
- Demonstrated experience preparing FOIA administrative appeals and/or litigation-support deliverables.
- Previous experience leading or mentoring FOIA analysts.
- Experience using an enterprise-level FOIA case management system.
- Proficiency with Adobe Acrobat Pro.
- Strong analytical, legal research, writing, organizational, and communication skills.
- U.S. citizenship required.
- Ability to obtain and maintain an OPM Public Trust T2S clearance.
PREFFERED QUALIFICATIONS
- Active bar admission in any U.S. jurisdiction.
- Previous experience working within a federal agency FOIA office or Office of General Counsel.
- Proficiency with Westlaw and PACER.
- Experience with FOIAXpress and CATMS. (Correspondence and Task Management System)
- Experience supporting a cabinet-level department FOIA program.
