Position Overview
Joseph & Associates is seeking a Senior Business Analyst to support a Department of Homeland Security (DHS) program. The ideal candidate will serve as a key liaison between business stakeholders, program leadership, and technical teams, driving requirements analysis, business process improvement, and system modernization efforts across enterprise Health IT environments.
This role requires expertise in requirements elicitation, process mapping, data analysis, stakeholder engagement, and systems implementation. The successful candidate will work closely with program managers, product owners, developers, testers, and end users to translate operational and clinical business needs into actionable technical requirements that support mission-critical systems and organizational objectives.
Key Responsibilities
- Lead requirements gathering sessions, stakeholder interviews, workshops, and discovery activities to identify business, functional, technical, and data requirements.
- Analyze existing business processes, workflows, and system capabilities to identify opportunities for process improvement and operational efficiencies.
- Develop and maintain detailed business requirements documents (BRDs), functional requirements documents (FRDs), user stories, use cases, process flows, and acceptance criteria.
- Translate complex business, operational, and clinical requirements into clear technical specifications for development and engineering teams.
- Facilitate communication between business stakeholders, technical teams, and program leadership to ensure alignment throughout the project lifecycle.
- Create and maintain requirements traceability matrices (RTMs) to ensure complete coverage from requirements through testing and deployment.
- Support system modernization, enhancement, integration, and implementation initiatives across enterprise Health IT systems.
- Conduct data analysis, data mapping, gap analyses, and impact assessments to support system enhancements and data migration efforts.
- Collaborate with QA and testing teams to develop test scenarios, test cases, and user acceptance testing (UAT) plans.
- Support change management activities, including stakeholder communications, training materials, process documentation, and user adoption efforts.
- Participate in Agile ceremonies, including sprint planning, backlog refinement, requirements grooming, and stakeholder demonstrations.
- Assist in identifying project risks, dependencies, and issues while recommending mitigation strategies.
- Prepare executive-level reports, presentations, and status updates for leadership and program stakeholders.
Required Qualifications
- Bachelor's degree in Business Administration, Information Systems, Health Informatics, Public Health, Computer Science, or a related discipline.
- Minimum 8 years of experience as a Business Analyst supporting enterprise technology initiatives.
- Minimum 5 years of experience supporting Health IT systems, healthcare technology programs, healthcare operations, or clinical information systems.
- Demonstrated experience working with Electronic Health Records (EHR) and healthcare workflow processes.
- Strong understanding of clinical, operational, and administrative workflows within healthcare environments.
- Experience gathering, documenting, and managing business, functional, technical, and data requirements.
- Experience developing business requirements documents (BRDs), functional requirements documents (FRDs), user stories, use cases, workflow diagrams, and process maps.
- Experience conducting requirements traceability, gap analysis, impact analysis, and data mapping activities.
- Experience supporting system implementation, enhancement, modernization, and integration efforts.
- Experience supporting testing activities including User Acceptance Testing (UAT), test planning, defect tracking, and validation.
- Strong understanding of Software Development Lifecycle (SDLC) methodologies, including Agile and Scrum frameworks.
- Excellent communication, facilitation, stakeholder management, and documentation skills.
- Strong analytical and problem-solving capabilities.
Preferred Qualifications
- Experience supporting DHS, ICE, CBP, USCIS, HHS, VA, CMS, or other federal government healthcare-related programs.
- Experience working with healthcare interoperability standards such as HL7, FHIR, CCD, or related healthcare data exchange frameworks.
- Experience supporting healthcare data integration, migration, or modernization initiatives.
- Experience using Jira, Azure DevOps, Confluence, Rational DOORS, or similar requirements management tools.
- Working knowledge of SQL, reporting tools, and data analysis techniques.
- CBAP, PMI-PBA, CSM, CSPO, or similar professional certifications.
