About the Role
The Surface Forces Logistics Center sustains every cutter and boat in the Coast Guard fleet, and it runs on data. The Senior Operations Research Analyst applies quantitative methods to the questions that shape fleet readiness, including how to allocate maintenance resources, where the supply chain is constraining availability, and what a policy change will do to system supportability. The Analyst builds models, runs simulations, mines large datasets, and translates quantitative findings into recommendations that SFLC leadership acts on. This role suits an analyst who is equally effective in the analysis and in the briefing room.
Roles and Responsibilities
- Conduct all phases of analysis for the planning, acquisition, and sustainment of logistics support for surface assets, including supply chain management, engineering services, and manpower planning and distribution
- Apply statistical analysis, simulation, computer modeling, linear programming, and data mining to solve complex logistics and operational problems
- Use a variety of data programming languages, tools, and methodologies to extract, transform, load, and visualize large, complex data sets
- Perform or direct logistics engineering studies assessing the impact of technology, policies, or directives on system supportability
- Provide objective, business-focused advice to improve business strategy, internal processes, and program performance
- Support the development of business plans, policies, procedural documentation, and performance measures
- Organize and coordinate process and productivity improvement activities, systems alignment, and program audits
- Oversee and enforce quality control programs and support organizational assessments
- Advise SFLC management on logistics and operational issues using data-driven insights
- Present analysis results and recommendations to leadership and project teams in clear, actionable formats
- Collaborate with cross-functional teams to implement solutions and monitor outcomes
Required Qualifications
- Demonstrated experience applying operations research techniques (statistical analysis, simulation, modeling, linear programming, data mining) to logistics or business problems
- Hands-on proficiency with data programming languages and tools for ETL and visualization (e.g., Python, R, SQL, Tableau, or Power BI)
- Experience conducting or directing logistics, supply chain, or engineering studies
- Strong written and verbal communication skills, including presenting quantitative findings to senior leadership
- U.S. citizenship and ability to obtain a favorable Tier 1 background investigation and CAC
- Bachelor’s degree in operations research, mathematics, statistics, engineering, data science, or a related quantitative field; 8 or more years of relevant experience preferred, minimum 5 years required
Preferred Qualifications
- Master’s degree in a quantitative discipline
- Experience with military logistics, fleet maintenance, or asset readiness analysis
- Prior DHS, Coast Guard, or Navy analytical support experience
- Experience with optimization software or simulation platforms
- Familiarity with continuous process improvement methodologies (Lean, Six Sigma)
