DMA consists of several operating units in the Agency that house both state and federal personnel, to include the New Mexico Army and Air National Guard. The National Guard Bureau and the State have entered into the Master Cooperative Agreement to establish the resources, funds, and conditions for the operation and training of the State Army and Air National Guard. DMA is responsible for the management, supervision, operation, and application of this agreement to ensure the proper administration of the Agreements. DMA obligates sufficient funds to pay its share of the costs under the MCA and the National Guard Bureau provides services in kind. All DMA activity related to administrative functions must comply with outlined program requirements.
Why does the job exist?
The purpose of this position is to manage the Human Resources Department and its staff, whom all assist Federal Supervisors in the management of State employees hired through the Master Cooperative Funding Agreement (CFA) between the State of New Mexico and the New Mexico National Guard Bureau. This position supports the Director and Deputy Director of State Programs with the essential day to day operations of the DMA/New Mexico National Guard mission while ensuring compliance with State and Federal laws, rules and regulations, DMA policies and procedures, and the CFA.
This incumbent will provide advanced Human Resources support to the employees of the Department of Military Affairs; be responsible in assisting supervisors and managers through all HR functions for the department of Military Affairs, including assisting federal managers though the master cooperative agreement; provide assistance with employee relations issues working within applicable agency policies and procedures, laws, state statute, both state and federal rules and regulations; provide comprehensive consultation with both employees and managers; and will function as a key resource regarding a variety of personnel issues for the agency as well as supervise and manage staff within the Human Resources Department.
How does it get done?
Manage the administrative functions as it relates to daily operations of Human Resources.
Manage HR staff and ensure program goals and objectives are met.
Ensure compliance with DMA, State and Federal laws, statutes and policies, procedures and SPO Board Rules.
CFA manager for the agency: Approve time sheets for State Employees paid through the CFA; and ensure that all federal supervisors administer, adhere to, and are in compliance with all State Personnel Board Rules and Regulations pertaining to state MCFA employees regarding employee evaluations, disciplinary actions and internal DMA policies and procedures.

Minimum Qualification
Bachelor's Degree in any related field and nine (9) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Three (3) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years, to include three (3) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements
Completion of the hiring process is contingent upon successful completion of pre-employment screening process.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
