StratComm is seeking an experienced Adult Education Subject Matter Expert to support a newly awarded contract with the U.S. Department of Housing and Urban Development (HUD).
In this role, you will help shape the learning experience for current and future HUD Housing Counselors by supporting the design, review, and continuous improvement of training materials used in the Housing Counselor Training, Testing, and Certification Program.
Working alongside instructional designers, psychometricians, HUD Certified Housing Counselor Subject Matter Experts, and project leadership, you will apply adult learning principles to ensure training materials are engaging, accessible, instructionally sound, and aligned with certification requirements and federal standards.
This is a remote, part-time, independent contractor position with work performed on an as-needed basis throughout the project.
Essential Responsibilities
· Provide expertise in adult learning theory, instructional design, and competency-based education to support the development of certification training programs.
· Review and recommend improvements to curricula, lesson plans, participant guides, facilitator materials, job aids, and other instructional resources.
· Ensure instructional materials align with HUD certification requirements, program objectives, and adult learning best practices.
· Collaborate with HUD Subject Matter Experts and psychometricians to ensure consistency between training content and certification examination objectives.
· Recommend strategies to improve learner engagement, knowledge retention, and practical application.
· Evaluate instructional effectiveness using learner feedback, assessment results, and performance metrics.
· Advise on instructional approaches for virtual instructor-led, self-paced online, hybrid, and blended learning environments.
· Ensure training materials meet federal accessibility standards, including Section 508 compliance, where applicable.
· Incorporate changes to HUD guidance, regulations, and industry best practices into instructional content.
· Prepare technical documentation, recommendations, and presentations for project leadership and government stakeholders.
Minimum Qualifications
· Master's degree in Adult Education, Instructional Design, Curriculum Development, Educational Leadership, Learning Technologies, or a related field.
· Minimum of seven (5) years of experience designing, developing, or evaluating training programs for adult learners.
· Demonstrated experience developing curriculum in professional certification, workforce development, credentialing, or other regulated learning environments.
· Strong understanding of adult learning theory, instructional systems design (ISD), competency-based education, and learning evaluation methodologies.
· Experience developing instructor-led, virtual, online, and blended learning solutions.
· Experience with Learning Management Systems (LMS) and e-learning development technologies.
· Excellent written communication, curriculum development, and presentation skills.
Preferred Qualifications
· Experience supporting federal agencies, federally funded programs, or government contracts.
· Familiarity with HUD Housing Counseling programs or professional certification programs.
· Experience supporting national workforce development, compliance training, or credentialing initiatives.
· Knowledge of Section 508 accessibility requirements and universal design for learning principles.
· Experience collaborating with psychometricians and Subject Matter Experts on certification or licensure programs.
· Experience designing training for geographically dispersed adult learners.
