Compensation: $37,980.80 annually. Salary may be dependent upon the candidate’s qualifications and experience.

The person in this position is responsible for planning, organizing, managing, and directing activities necessary to operate and maintain adequate quality and control; developing, implementing, and evaluating policies, practices, and outcomes for the Child Care Assistance program. Work will include reviewing, developing, and establishing policies and procedures for administering and monitoring Child Care overpayment activities, program controls, and fraud prevention and referrals, to ensure policies appropriately support program integrity, system integrity, and financial accountability. Work may also include explaining, clarifying, and interpreting operational practices, procedures, regulations, and activities, and or advising clients, organizations, or the general public about the Child Care Assistance program. This position is telework eligible and the office location is negotiable.

Qualifications

Six months of experience in planning, implementing and monitoring activities relevant to the agency’s programs. Education may be substituted for experience as determined relevant by the agency.

Must have and maintain a valid driver’s license
Preferred Qualifications: Knowledge of Child Care Assistance, other benefit programs, and CCDF regulations. One year of EES Human Services Specialist experience. One year of experience to demonstrate a practical knowledge of quality assurance for detection and prevention of fraudulent activities. One year experience with the Kansas Eligibility and Enforcement System (KEES), Microsoft Word, and Excel software including the ability to create forms, tables, and spreadsheets.

Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.
Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.

The person in this positon has access to protected health information (PHI) under the provisions of the Heath Information Portability Act of 1996 (HIPPA) Privacy Rule. Program Management:

Maintains a comprehensive, statewide mechanism to review, monitor and ensure the implementation of the DCF Child Care Program adhere to federal and state policies and regulations.

Reviews and ensures the DCF Child Care Program appropriately supports program integrity and financial accountability, adhering to policies, statutes and federal regulations.
-
Maintains a comprehensive, statewide mechanism to monitor, review and ensure the integrity of the DCF Child Care Program activities as it pertains to education, improper payments, and fraud prevention.

Conducts regular audits and monitoring of the Child Care Program; reviewing child care subsidy and provider enrollment cases to ensure consistency in processes and policy implementation, compliance with program guidelines, to identify improper payments, and to assess provider and/or client error trends.

Identifies suspected misuse of benefits and determines the nature and extent of program violations.

Initiates and monitors corrective action plans; follow-up to ensure compliance and resolution.

Refers suspected fraud cases for investigation; prepares documentation and attends administrative or legal hearings as requested.

Documents and communicates case actions, including improper payment determinations, compliance status, and enforcement outcomes.

Provides written and verbal notifications to clients and providers regarding case decisions and necessary actions.

Program Collaboration and Consultation

Provides input to supervisor, DCF Economic and Employment Services (EES) staff, including program administration, policy, Provider Enrollment, Fraud and Program Integrity on issues of program and policy development and implementation and on performance improvement.

Coordinates improper payment detection and resolution efforts with DCF Economic and Employment Services (EES) staff, including Provider Enrollment, Fraud and Program Integrity.

Serves as a subject matter expert for program integrity matters, offering guidance and support to colleagues across the region.

Keeps supervisor informed of emerging trends, challenges, and risks related to improper payments and fraud; proposes solutions or process improvements as appropriate.

Collaborates with DCF Economic and Employment Services (EES) staff, program administrators, legal and policy to ensure the consistency and accuracy of procedural implementations and protocols.

Develops and maintains working relationships with internal agency and department staff to assure proper management of joint initiatives, to review and develop policies of mutual concern, and to achieve the goals and objectives of the department to ensure program integrity and performance improvement.
Program Education, Outreach and Community Collaboration

Maintain a positive working relationship and communicate as needed with KDHE surveyors in relation to regulatory issues on DCF providers.

Respond to community inquiries, requests or concerns related to child care provider enrollment process. Assess, provide information and/or make indicated referral to supervisor, community resources, fraud or others to assist with resolution of a problem/concern.

Present information to other DCF divisions and community partners on DCF child care provider policies, compliance expectations, and best practices to support provider understanding and program integrity as requested.

Develops and delivers targeted educational materials and resource guides to child care providers to promote understanding of program requirements, proper documentation, business practices, and compliance standards.

Provides one-on-one technical assistance and coaching to providers during site visits or phone consultations to help them interpret and apply program rules correctly.

Conducts provider coaching on topics such as payment accuracy, attendance tracking, reporting requirements, and avoiding common errors that lead to improper payments.

Serves as a liaison between providers and DCF Economic and Employment Services (EES) staff, helping to clarify requirements, answer questions, and ensure providers have access to tools and resources needed to be successful.

Promotes a collaborative, solution-focused approach in provider interactions, with an emphasis on prevention, transparency, and building long-term capacity for compliance.

Conducts follow-up education and audits with providers after corrective actions are issued to verify that changes have been understood, adopted, and maintained.
Oversight

Oversees program and policy implementation to maintain uniform implementation to prevent errors and inefficiencies. Consults with DCF Economic and Employment Services (EES) staff including Policy, Child Care Provider Enrollment and Legal to ensure consistent and equitable application, statewide.

Supports DCF Economic and Employment Services (EES) and Provider Enrollment staff in interpreting and applying regulations to daily operations.

Assists in identifying policy and procedural gaps or inconsistencies and recommends improvements to enhance program efficiency and integrity.
Training and Development

Participates in work groups to advise on the impact of implementing major policy and program options on local staff and the organizational systems of the agency and on compliance with federal laws and regulations.

Participates in relevant training sessions, workshops, and meetings to stay current on program policy, fraud detection techniques, and best practices in service delivery.

Attends training and participates in meetings to keep abreast of federal and state policy and program changes, assisting in training development as needed.

Assists in training new or existing staff on program integrity procedures, audit processes, and fraud prevention strategies.
