Construction Quality Control Manager (QCM) – Federal Projects

We are seeking an experienced Construction Quality Control Manager (QCM) to join our team supporting federal construction projects in the Los Angeles area.
Position Overview
The Quality Control Manager is responsible for planning, implementing, and managing the Quality Control Program in compliance with USACE, NAVFAC, and Air Force standards. The QCM ensures all work meets contract requirements, safety standards, and client expectations.
This is a key leadership position with direct impact on project success and client satisfaction.
Key Responsibilities
- Manage and implement the project Quality Control Plan (QCP)
- Conduct Preparatory, Initial, and Follow-Up inspections (3-Phase QC Process)
- Ensure compliance with contract specifications, drawings, and federal standards
- Review and approve submittals, RFIs, and QC documentation
- Coordinate with project managers, superintendents, government representatives, and subcontractors
- Interface with Contracting Officers, CMEs, and government QA personnel
- Identify and resolve quality issues proactively
- Support project safety, schedule, and performance objectives
Required Qualifications
- USACE Construction Quality Management for Contractors (CQM-C) Certification (Required)
- Bachelor’s degree in Construction Management, Engineering, Architecture, or related field (Required)
- Minimum 10 years of construction experience on projects over $10M
- Minimum 5 years of experience as Quality Control Manager on federal projects
- Experience with DoD, NAVFAC, USACE, or Air Force construction projects
- Strong understanding of construction drawings, specifications, and submittal processes
- U.S. Citizenship required
- Ability to work onsite in El Segundo, CA
Preferred Qualifications
- Experience with SCIF construction and ICD-705 requirements
- Experience on secure or mission-critical facilities
- OSHA 30-Hour Certification
- EM 385-1-1 familiarity
- Active security clearance (preferred but not required)
