Position Overview
The Human Resources Administrator is an important part of the IBP team and serves as a resource and support for employees and management. This position helps ensure that our employment practices, records, benefits, training requirements, and workplace policies are handled accurately, consistently, and in accordance with applicable laws and regulations.
The Human Resources Administrator works closely with the Program Director, Fiscal Manager, supervisors, and employees to support the employee experience from recruitment and onboarding through employment and separation.
The ideal candidate is organized, approachable, detail-oriented, comfortable handling confidential information, and able to communicate respectfully with people at all levels of the organization.
ESSENTIAL RESPONSIBILITIESRecruiting and Staffing
- Help IBP attract and hire qualified team members who are a good fit for our organization and the individuals we serve.
- Recruit applicants through a variety of methods, including local job fairs and community outreach.
- Review applications and assist with screening and interviewing candidates for entry-level, professional, and technical positions.
- Coordinate interviews and communicate with applicants throughout the hiring process.
- Work with management to help identify staffing needs and support timely hiring.
New Employee Onboarding
- Prepare, review, and organize new-hire paperwork.
- Welcome new employees to IBP and coordinate and conduct new employee orientations.
- Help new employees understand IBP policies, procedures, expectations, and available benefits.
- Coordinate required pre-employment appointments, including physical examinations and fingerprint/background screenings.
- Help ensure that new employees have the information and resources they need to begin their employment successfully.
Employee Benefits and Leave
- Serve as a helpful resource for employees who have questions about their benefits.
- Assist employees with benefit-related concerns and work toward timely and respectful resolutions.
- Administer and track employee benefits, including medical, dental, life, disability, 401(k), and COBRA notices.
- Review and reconcile benefit invoices as needed.
- Coordinate and maintain records related to FMLA, CFRA, PDL, and other leaves of absence.
- Work closely with the Fiscal Manager and payroll to ensure leave information is accurately communicated and documented.
- Assist employees with understanding the leave process and required documentation.
Workers’ Compensation and Workplace Safety
- Assist employees and management with the workers’ compensation process following a workplace injury.
- Coordinate required appointments, forms, follow-ups, work-status information, and other related documentation.
- Help coordinate workplace safety training and maintain required safety and injury records.
- Serve as a supportive point of contact for employees navigating the workers’ compensation process.
Unemployment and Disability
- Assist the Fiscal Manager with unemployment claims, including forms, determinations, and appeals.
- Assist with disability-related paperwork and wage reporting as needed.
Performance Management
- Support supervisors and employees throughout the performance review process.
- Coordinate employee performance reviews and provide managers with appropriate forms, timelines, and reminders.
- Help ensure employee documentation is maintained accurately and consistently.
- Organize personnel records to support Regional Center, State Licensing, and IBP requirements.
- Encourage clear and respectful communication between employees and supervisors regarding performance and workplace expectations.
Payroll Support
- Assist the Fiscal Manager with payroll-related responsibilities, including timesheets, paysheets, PTO accruals, deductions, garnishments, transfers, and check signing as needed.
- Assist with time and attendance management.
- Review employee timecards for accuracy and help ensure compliance with California wage and hour requirements.
- Work with employees and supervisors to resolve timecard questions or discrepancies in a timely manner.
Employee Relations
- Serve as a trusted and approachable resource for employees and supervisors regarding workplace concerns.
- Help facilitate respectful communication and assist with resolving employee concerns and workplace conflicts.
- Receive and document employee concerns and determine appropriate next steps.
- Conduct investigations when appropriate, document findings, and communicate recommended actions to the Program Director and Fiscal Manager.
- Work collaboratively with management to address workplace concerns in a fair, respectful, and consistent manner.
- Help employees and management understand applicable employment laws, workplace policies, and procedures.
- Communicate concerns regarding employment practices, unsafe working conditions, or other issues that may affect employees or the organization.
- Assist with the interpretation and implementation of applicable state and federal employment laws and regulations.
- Conduct exit interviews and complete required separation paperwork.
Training and Professional Development
- Coordinate CPR and First Aid certifications and recertifications.
- Assist the Program Director with coordinating required staff training.
- Help maintain accurate training records and ensure required employee training is completed on time.
- Provide support for monthly staff meetings and other employee development activities.
Human Resources Records and Administration
- Maintain the Employee Handbook and personnel policies and procedures.
- Maintain accurate and confidential personnel files in accordance with applicable laws, State Licensing requirements, Regional Center requirements, and IBP policies.
- Complete employment verification requests.
- Prepare and maintain personnel reports and documents.
- Keep employee information current, including contact information, performance documentation, employment dates, and separation information.
- Review personnel files as needed to respond to inquiries and support employment-related decisions.
- Handle confidential employee information with professionalism, discretion, and respect.
General Administrative Responsibilities
- Conduct research and prepare reports or other information as requested.
- Help IBP remain current with federal and state employment requirements.
- Participate in administrative staff meetings and other meetings, trainings, seminars, and professional development opportunities.
- Assist with hiring, employee counseling, and employment separations as needed, including completion of appropriate documentation.
- Provide administrative and HR support to the Program Director, Fiscal Manager, supervisors, and employees.
- Be willing to step in and assist with other organizational needs when appropriate.
- Perform other related duties as assigned.
WORK HOURS
The Human Resources Administrator is scheduled to work 8 hours per day, Monday through Friday, generally between 7:30 a.m. and 4:00 p.m.
Work hours may vary depending on organizational needs. Additional or adjusted hours may occasionally be required for staff meetings, employee training, job fairs, or other special events.
EDUCATION, EXPERIENCE, SKILLS & CERTIFICATIONSEducation
- Bachelor’s degree in Human Resources, Business Administration, or a related field preferred.
- Relevant professional experience in a comparable organization may be considered in place of a degree.
Experience
- At least 2 years of Human Resources Generalist or related HR experience preferred.
- Experience working in an adult day program, developmental disability services, healthcare, or a similar human-services organization is preferred.
- Human Resources certification is highly desirable.

The candidate should have working knowledge of applicable federal and California employment laws and regulations, including Title VII of the Civil Rights Act, Fair Labor Standards Act, National Labor Relations Act, and other employment-related requirements.
Computer skills should include intermediate proficiency with:
- Microsoft Word
- Microsoft Excel
- Microsoft Outlook
- Microsoft PowerPoint
- General data entry
- Payroll and timekeeping systems, preferably Paychex
REQUIRED LICENSES AND SCREENINGS
- Valid California driver’s license and access to a properly insured and maintained vehicle.
- Successful completion of a criminal history/background check.
- Successful completion of a required pre-employment physical.
PHYSICAL AND WORK ENVIRONMENT
This position is primarily office-based and requires the ability to:
- Sit for extended periods during the workday.
- Stand, walk, and reach as needed.
- Communicate effectively and hear conversations throughout the workday.
- Lift up to 20 pounds periodically.
- Perform repetitive computer and keyboard functions.
- See clearly at close and extended distances and distinguish colors.
- Maintain visual awareness of the surrounding environment.
- Judge distances and spatial relationships.
- Focus and adjust vision as needed when working with documents, computer screens, and other materials.
The employee generally works in an office environment with moderate noise levels from computers, printers, telephones, and normal workplace activity. The work environment is maintained at a controlled temperature.
STARTING SALARY AND BENEFITS
Starting Salary: $30.00 per hour
