Our client is looking to add an experience Human Resources professional to their team!
FUNCTION:
Works under general direction of Chief Executive Officer with moderate latitude for use of initiative and independent judgment. Guides and manages daily operations of Human Resource programs, payroll, and reporting. Develop policies and procedures related to human resources. Advises Chief Executive Officer on human resource functions. Supervises Human Resources employees and works closely with all Health District department leaders regarding human resource issues and updates.
- Exercises independent judgment to administer, advise, plan, coordinate, and direct Human Resource activities under minimal supervision of CEO.
- Direct and assist in the day-to-day functions of human resources.
- Assists CEO with planning and coordinating policies for activities, and in interpreting and ensuring compliance with all applicable laws, regulations and policies related to human resources.
- Responds to managers and employees on all inquiries related to personnel policies and procedures.
- Coordinates and facilitates development of schedules, priorities, standards, and evaluation for achieving goals related to human resources.
- Oversees payroll through Paycom program.
- Coordinates new employee orientation and training, employee relations, compensation and benefits administration, recruiting, and staffing.
- Responsible for management of Worker’s Compensation issues.
- Responsible for unemployment claims, investigations, and hearings when required.
- Coordinates routine and special reports related to Human Resources as needed or requested by CEO.
- Manages employee health insurance issues.
- Provides new employee reference checks when necessary.
- Recruits/replaces employees in conjunction with department leader.
- Provides salary reviews.
- Reviews/recommends Human Resources policy revisions as needed.
- Coordinates and provides employee orientation.
- Assure that hiring and pre-employment testing is done.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
- Knowledge of Human Resource employment laws, knowledge of the principles and practices of financial and governmental accounting and auditing.
- Ability to hire, train and supervise staff.
- Knowledge of agency policies, office management, Human Resources administration, fiscal methods, and human relations.
- Knowledge of employment position posting, advertisements, hiring procedures, terminations, and status change requirements.
- Ability to effectively communicate with managers, employees, and other agencies.
- Ability to read and interpret various laws, regulations, and financial statements and to make sound decisions based on accurate information.
- Ability to develop and implement policies and procedures to meet the needs of the Health District, which emphasizes quality, continuous improvement, and high performance.
- Knowledge of Workers’ Compensation procedures and employee injury reporting requirements.
EDUCATION AND EXPERIENCE
Experience in office management, Human Resources administration, and payroll procedures. Three years’ management experience.
Minimum Qualifications: Graduation from an accredited four-year college with major course work in business administration, human resources, or related field, or five-years Human resource experience.
WORK CONDITIONS
Must be able to lift twenty-five pounds.
Must be able to spend six to eight hours walking, standing, and/or sitting.

Observes assigned work hours unless other arrangements are made with supervisor.
Notifies supervisor in a timely manner (in advance) if must be late or absent.
Is adaptable, flexible, and willing to occasionally work different hours if workload requires.
Pay: $90,000.00 - $130,000.00 per year
