This position is supervised by the President/CEO, and will be responsible for leading the planning, research and evaluation functions of the agency. The individual classified in this job is expected to perform all the details involved in the job, and on occasion, may be required to perform functions of a higher or lower skill level not included in this job description.
Responsibilities include, but are not limited to the following:
- Analyze program data to determine impact of certain funded programs.

Ability to provide written request for proposals.

Conducting research to aid in the development and evaluation of FEC workforce programs particularly relating to the labor market, human resource and economic data.

Establishing and execute the evaluation plan to be carried out by the agency

Provide technical assistance to staff and contractors to improve program performance.

Conducting research to analyze labor market, demographic, and economic trends regarding economic and employment initiatives.

Developing and writing contracts in connection with Operational staff as well as grants, to submit for funding, employment and training.

Preparing plans and planning documents in connect with FEC management staff to determine the strategic operating objectives of the organization.

Compilation and development of written reports, surveys or other data to document outcomes of programs to funders, stakeholders and other interested entities.

Provide ongoing data analysis to communicate present and future, economic workforce trends.

Able to produce ad hoc research reports on workforce and economic topics.

Familiar with workforce and economic data, retrieve research and data on an as needed/ad hoc basis to meet organizations need.

Coordinate internal and external evaluation review with independent monitoring/evaluation contractor.

Develop labor market analysis growth and deficit employment trends utilizing economic and employment data on an as needed basis as determined by management..
Knowledge:
- Knowledge of FEC Programs, goals and targets

Excellent written and communications skills
Master’s degree in Economic/Sociology preferred, Bachelors’ degree required, 3-5 years leading or coordinating research, economic/program analysis, at least two years in leading supposition research, development or analysis staff, demonstrated efficiency in researching projects; topics or themes, at least 2-3 years supervising staff or leading a functional team, experience with federal programs such as US Department of Labor (DOL); US Department of Health and Human Services (HHS): Department of Commerce, etc, extensively proficient in the utilization of technology and strategic analysis, demonstrate proficiency in leading, research projects, writing research periodicals or papers.
