Description
The Department of Criminal Justice Training (DOCJT), located in Richmond, is Kentucky's state-of-the-art facility providing basic and advanced training for law enforcement officers and telecommunicators across the Commonwealth. DOCJT is seeking a Program Coordinator to support the development, legal review, and quality assurance of law enforcement training programs while providing administrative and legal support to agency leadership.
This position plays a critical role in coordinating the agency's Tier One Curriculum Review Program, which helps ensure that training materials are legally sound, current, accurate, and consistent with Kentucky law and agency standards. Working closely with agency leadership, instructors, subject matter experts, and the Office of Legal Services General Counsel, the Program Coordinator helps maintain the integrity and effectiveness of training delivered to Kentucky's public safety professionals.
In addition to curriculum coordination, this position provides support in legal research, document preparation and review, records management, policy and regulatory assistance, legal case coordination, and other administrative processes that support the agency's mission.
Responsibilities include but are not limited to the following:
Coordinates, reviews and administers all activities of the Tier One Curriculum Review Program by monitoring policies, objectives and procedures related to curriculum review. Organizes and participates in curriculum program implementation for targeted law enforcement audience. Reviews, reports, and records submitted curriculum by agency training sections.
Requests and collects training data as needed. Communicates and reports program data to staff as guidance tool on recommended curriculum changes. Writes, edits and coordinates development of materials and manuals for program. Performs in-depth analysis of Tier One Curriculum Review Program needs and recommends policy and procedural modifications.
Interprets statues, agency policies and regulations to ensure program remains compliant and legal. Promotes statutory mission, goals and objectives. Communicates procedural changes to program leadership. Attends meetings to gather and distribute program information.
Conducts legal research, drafts legal documents, pleadings, letters, and reports for attorney. Provides administrative support to attorney staff, including scheduling, updating and maintaining litigation. Maintains case documents and assists attorney with legal case file requests. Provides support to attorney for matters involving recruit discipline.
Coordinates legal case management and compiles records for hearings. Coordinates appeals, including scheduling. Correctly applies statutes, policies and regulations to ensure compliance. Maintains case files. Keeps abreast of changes in agency or department law, rules and regulations relating to the area of assignment.
Other duties as assigned.
Preferred Knowledge, Skills and Abilities:
Requires proficient experience and knowledge in: SharePoint, Microsoft Word, Excel, PowerPoint, Outlook, Articulate, and video platforms for online and face-to-face classroom materials.
High-level editing experience for text, context, and multimedia content.
Experience communicating with stakeholders using online tools: TEAMS, Live editing tools, Microsoft 365.
Experience working with legal documents and regulations and using platforms such as LexisNexis.
Experience with research and data collection in connection with curriculum review processes, technical writing, and legal statutes.
Experience in collaboration with multilevel stakeholders, including faculty, administrators, and government agencies.
Analytical, decision-making skills in time management and project management processes.
Instructional and/or Curriculum Design background preferred.
Ability to multitask and meet tight deadlines.
Requires a high level of attention to detail with strong reading comprehension and fluency.
Additional / Supplemental Information:
Maintain a valid driver’s license.
Frequently communicate in person or by other means of technology.
Spend a major portion of time using a computer.
Travel required (state vehicle provided).

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in management or administration.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
Probationary Period
