Job Overview
The primary objective of the position is to provide engineering services (forecasting, benchmarking, design optimization, design cost analysis, project management, protection, operation and maintenance, etc) with regards to the transmission, distribution & generation of power to the people of American Samoa.
Design & Analysis: Create and review schematics, layouts, and specifications for power distribution, lighting, and control systems using CAD and analysis software.
Legal Sign-Off: Stamp and seal engineering documents, taking ultimate legal and professional responsibility for the design's integrity and adherence to building codes.
Project Oversight: Perform site inspections, manage project budgets, and evaluate feasibility studies to ensure installations match design parameters.
Team Leadership: Mentor junior engineers, review their calculations, and approve work prior to implementation.
Stakeholder Collaboration: Coordinate directly with architects, civil engineers, clients, and contractors to meet project objectives
Education
A Bachelor of Science in Electrical Engineering (BSEE) or a closely related discipline. Licensing: Prefer an electrical engineer with active P.E. license and documented qualifying experience) with additional credentials of either a Certified Electrical Power Engineer (CEPE), an expert in grid management, energy efficiency, and power systems) or a Certified Energy Manager (CEM), an expert in energy efficiency, facility management and sustainability).
Experience
- Technical Proficiency: High-level expertise in electrical codes (e.g., NEC), safety standards, and power system modeling. Soft Skills: Advanced technical writing, creative problem-solving, and cross-disciplinary communication.
- At least five (5) years related work experience in providing engineering services re: the generation, transmission and distribution of electricity in to the minimum educational requirement having been obtained, OR;
- Ten (10) years related work experience re: the generation, transmission and distribution of electricity in to a Diploma in Electrical / Electronics Engineering having been obtained.

Must have: Knowledge gained through practical experience in the provision of engineering services re: the generation, transmission and distribution of electricity; Knowledge of mechanical, electrical and electronic engineering concepts, principles and practices; and a demonstrated ability to supervise the performance of engineering technicians and support staff.
