The Health Program Specialist I (HPS I) in the Eligibility Policy I Branch of the Medi-Cal Eligibility Division (MCED) serves as a lead technical expert responsible for driving system improvements, coordinating program implementation, and conducting data analysis. The HPS I collaborates with Fiscal Forecasting on budget-related activities and prepares detailed reports for the Centers for Medicare and Medicaid Services (CMS) and the Legislature, outlining eligibility operations for assigned programs.
This position functions as a highly skilled program consultant on complex and sensitive issues, playing a key role in the development of broad policies with both immediate and long-term impacts. The HPS I works closely with the Department of Health Care Services (DHCS) administrative vendor and a wide range of stakeholders—including legislative staff, other state and federal agencies, county representatives, advocacy groups, and community-based organizations—to address and resolve policy issues.
Additionally, the HPS I acts as a liaison to internal and external stakeholders, including the Consumer Focused Stakeholder Workgroup, and is responsible for responding to inquiries, developing training materials, and preparing program presentations. The role also involves active participation in meetings with stakeholders, counties, and the administrative vendor to provide guidance on program and policy matters.
The HPS I also plays a role in staff development within the section, particularly in mentoring and supporting Analyst IIs. This includes providing one-on-one coaching and counseling, leading section-specific work efforts, and developing and delivering targeted training to build staff capacity and subject matter expertise. Through these efforts, the HPS I fosters a collaborative and growth-oriented team environment that supports professional development and program excellence. Travel may be required for meetings and trainings five percent or less of the time.
