JOB TITLE: Data Visualization Specialist
GOVERNMENT AGENCY & LOCATION:
711th Human Performance Wing (711 HPW)
Knowledge Management (KM) Cell

JOB SUMMARY:
Work schedule is normally M-F 0730-1630; however, there may be times when it is necessary for the candidate to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.
Candidate will be required to travel when authorized to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals.
RESPONSIBILITIES:
Data Integration and Management. The candidate shall:
- Prepare diverse and complex datasets for storage and analysis, developing database models and organizational structures to support program evaluation and risk-based analysis.
- Integrate and map data between various data elements from disparate systems, creating a comprehensive data dictionary to ensure data quality, completeness, and integrity.

Ensure all data handling and storage activities comply with internal and external information assurance policies, including HIPAA, INFOSEC, and the Privacy Act.
Data Visualization and Decision Support. The candidate shall:

Design, develop, and maintain advanced decision support tools, including interactive dashboards and visualizations, that provide actionable, evidence-based insights for commanders and other stakeholders.

Translate complex data and analytical results into clear, understandable, and impactful visual representations that facilitate shared situational awareness and expedite decision-making.

Use data integration and analytics to help leadership formulate Courses of Action (COAs) by focusing on key metrics that measure mission impact and effectiveness.
Communication and Collaboration. The candidate shall:
- Author, prepare, and present detailed reports, briefings, and technical documentation on data visualization concepts, projects, and findings to diverse audiences, including senior leadership

Collaborate with Public Health SMEs, IT support staff, and other stakeholders to enhance data sharing capabilities and ensure visualization products meet user needs and organizational objectives

Provide consultation on complex issues and serve as a subject matter expert on data visualization and knowledge management best practices
Training and Knowledge Management. The candidate shall:
- Assist in developing and delivering training materials and workshops on data visualization tools and Knowledge Management (KM) topics

Provide training to USAFSAM/PHR personnel and students on all data visualization products created to ensure effective adoption and use
EDUCATION and EXPERIENCE REQUIREMENTS:
- Candidates must be a US Citizen.

Possess a Master’s Degree or Bachelor’s degree with minimum 4 years of experience in a technical field such as Data Science, Computer Science, Operations Research, or another similar degree.

Demonstrate strong knowledge of data visualization principles, data administration, and information management, with 2-4 years of experience working in these fields.

Experienced in utilizing and integrating data from various health and military-relevant systems, with the capability to learn and use: ASIMS, DOEHRS (All Modules), CarePoint, C2IMERA, MHS GENESIS, AFDRSi, ESSENCE, AFSAS, DHASAS, and HPWS.

Possess expert-level skills in data preparation, including handling diverse and complex datasets, and preparing them for visualization using methods that may include optimization, modeling, and machine learning techniques.

Able to utilize data visualization tools to create decision support systems, such as interactive dashboards, Head-Up Displays, and other visual tools to support command decisions. Proficiency in business intelligence platforms (e.g., Tableau, Power BI, Envision), data analytical software (SAS), and relevant programming languages (e.g., Python, R) is preferred.

Be current in Health Information Portability and Accountability Act (HIPAA) training or be able to complete the training within one month of employment to ensure compliance with all laws and regulations governing the use of personally identifiable information (PII) and personal health information (PHI).

Possess the expertise to communicate complex technical and programmatic information to senior leaders and diverse stakeholders through authoritative reports, documents, and presentations.

Possess a Non-Disclosure Agreement (NDA) with their company and provide a copy to the Program Manager. This is necessary to mitigate the transfer of any confidential, proprietary, and/or sensitive information.
