POSITION SUMMARY:
Plans, organizes, and supervises the functions and activities of the City's Waster Renewal Facility under the direction the Water Renewal Facility Division Superintendent; performs other duties as required or assigned.
The principal function of an employee in this class is to administer the City’s compliance with federal, state and local environmental regulations, while supervising staff functions and activities in the Wastewater Operations, and Maintenance Programs. The work is performed under the supervision and direction of the Water Renewal Facility Division Superintendent, but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over Water Renewal Plant Operations and Maintenance staff. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Water Renewal Facility Superintendent, WRF Assistant Superintendent (Lab and Pretreatment), Assistant Superintendent (Collections), Program manager, other City employees, and the public. The principal duties of this class are performed in a Wastewater treatment plant environment with exposure to hazardous chemicals, airborne pathogens, and high voltage electricity.
ESSENTIAL FUNCTIONS:
- Plans, supervises, and evaluates the work of departmental personnel, including providing approval for the selection of staff, monitoring work schedules, interviewing for new or vacant positions, providing direction when necessary, disciplining as required, managing conflict, and rewarding employee performance when appropriate; or makes recommendations which are given weight about the change of status of other employees.
- Schedules daily, monthly, and annual preventive maintenance and repair of water plant equipment and assigns maintenance tasks to Wastewater Treatment Plant personnel accordingly.
- Maintains complete and accurate records of plant operation functions, tests, results, and maintenance work performed.
- Monitors Plant operations to ensure all processes are conducted in a safe and efficient manner, and in compliance with Federal rules and regulations.
- Ensures all chemicals are handled in a safe and proper manner.
- Coordinate work with Asset Management.
- Oversees the maintenance of the interior and exterior of the Treatment Plant to ensure a safe environment for City employees and the public.
- Confers with the WRF Superintendent in planning, developing, and directing the implementation of goals, objectives, policies, procedures, and work standards for all plant functions, including daily staff meetings, regulatory requirements, major maintenance projects, new subdivisions, and other related functions.
- Processes all Plant purchase orders, including coordinating invoice to purchase order, issuing correct account number for budget purposes, negotiating with vendors to ensure cost-efficiency, and providing final approval of purchase order for payment.
- Coordinate projects with City Engineering.
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
- Assumes the duties and responsibilities and may be assigned to act of the Wastewater Superintendent in his/her absence.
- Assumes responsibility for other duties as required or assigned.
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
- High School Graduate or General Education Degree (GED): Required
- Bachelor's Degree (four year college or technical school) Required, Field of Study: Biology, Chemistry, or closely related field.
- 4 Plus Years of Experience Primary and Secondary Wastewater Treatment Plant Operations, including some supervisory experience Or Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
- Ability to operate a personal computer using standard or customized software applications appropriate to assigned task and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
- Class III Wastewater Operator’s Certificate.
- Class IV Operators license within 1 year of acceptance of this position.
- Valid State of Idaho State Driver’s License.
- Must be able to respond within 30 minutes to staff at the Wastewater Treatment Plant in the event of an emergency.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
- Comprehensive knowledge of basic principles and practices of Wastewater treatment and disposal.
- Comprehensive knowledge of chemistry, biology, mechanical hydraulics, wastewater treatment plant operation, pretreatment rules and regulations, and Quality Assurance procedures.
- Comprehensive knowledge of basic chemical, and biological characteristics and analytical methods of industrial and domestic wastewater, including related laboratory testing methods and procedures.
- Comprehensive knowledge of related safety practices and emergency protocol; and reference materials and sources relating to wastewater and industrial waste analyses.
- Comprehensive knowledge of the related Federal, State, and City codes, E.P.A. and N.P.D.E.S. permit requirements, and the Nampa Pretreatment Manual.
- Comprehensive knowledge of the safe and proper use of standard laboratory equipment.
- Comprehensive knowledge of established the basic principles of record keeping.
- Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
- Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
