Job Summary
We are seeking a dynamic and dedicated Program Manager to lead and oversee a residential treatment home for 5 residents that support individuals with mental illnesses. In this role, you will manage program operations, foster strong relationships with clients, staff, and community partners, and ensure compliance with all regulatory standards. Your leadership will drive program development, staff supervision, and strategic planning to deliver impactful services that promote independence, well-being, and community integration. Purpose of the Position:
The Manager supports the overall operations of the Residential Treatment Home by collaborating closely with the Program Administrator and carrying out delegated leadership responsibilities. The Manager ensures compliance with Oregon Administrative Rules (OAR 309-035) including pre and post-employment training and education, promotes resident safety and rights, and provides supervision and support to staff to maintain high-quality, person-centered services.
Key Duties and Responsibilities:
● Collaborate with the Program Administrator on daily operations, including policy updates, staff scheduling, incident review, and regulatory reporting.
● Implement and monitor delegated tasks to ensure ongoing compliance with state and federal regulations.
● Participate in internal audits, licensing reviews, and continuous quality improvement activities.
● Provide direct supervision, coaching, and performance evaluation for the Direct staff.
● Support recruitment, orientation, and training of Direct Support Professionals (DSPs) and other direct care staff.
● Ensure adequate staffing coverage and verify staff competency in crisis intervention, medication administration, resident rights, and emergency response.
● Assist with incident investigations, corrective action planning, and follow-up monitoring.
● Model trauma-informed, person-centered practices in all interactions with residents and staff.
● Uphold confidentiality, resident rights, and professional ethics at all times.
● Coordinate daily household operations, including staff assignments, meal planning, transportation scheduling, and resident activities.
● Provide direct care support to residents, including assistance with activities of daily living (ADLs), medication administration, and behavioral support, as needed.
● Supervise and coach DSP staff during assigned shifts; ensure appropriate documentation and timely completion of progress notes and incident reports.
● Monitor compliance with resident rights, health and safety requirements, and agency policies.
● Communicate promptly with the Administrator regarding incidents, staffing issues, or resident concerns.
● Maintain accurate records for medications, incidents, and service delivery according to program and regulatory requirements.
● Participate in team meetings, internal audits, and quality-improvement activities.
● Model trauma-informed, person-centered practices in all resident and staff interactions.
Minimum Qualifications:
● High school diploma or equivalent.
● Meets all qualifications for Direct Support Professional (DSP) staff, including ability to pass background check.
● Two (2) years of experience working in a residential, behavioral health, or developmental disability setting.
● Two (2) years of experience recruiting, provide orientation, and training of Direct Support Professionals (DSPs) and other direct care staff.
● Current CPR/First Aid certification (or ability to obtain within 30 days of hire).
● Food handler’s card (if involved in meal preparation).
● Ability to work flexible hours, including evenings and weekends, as needed.
Supervisory Relationships:
Reports directly to the Program Administrator. Provides direct supervision to the House staff. Indirectly supports and monitors DSP staff performance through coordination with the Administrator.
Work Schedule Expectations:
Full-time position with flexible scheduling based on program needs. Primarily daytime hours, with evening, weekend, or on-call duties as assigned. Must be available to respond to staffing or resident emergencies.
Essential Physical and Cognitive Requirements:
Ability to stand, walk, bend, and lift up to 25 pounds. Ability to assist residents with mobility, transfers, and activities of daily living (ADLs) as needed. Strong decision-making and problem-solving skills in high-stress or crisis situations. Ability to maintain clear and accurate documentation.
Training Requirements:
Pre-service training in resident rights, crisis intervention, person-centered planning, and medication administration. Ongoing in-service training in compliance with OAR 309-035, including trauma-informed care, de-escalation, cultural responsiveness, and emergency preparedness. Annual training refreshers in CPR/First Aid, abuse reporting, infection control, and other mandatory topics.
Pay: $42,240.00 - $49,920.00 per year
