Job Summary
The Human Resources Specialist provides operational and compliance support for the HR department's daily functions. This position focuses on maintaining accurate personnel records, supporting recruitment and onboarding activities, assisting with employee benefits administration, and ensuring compliance with federal, state, and organizational workforce documentation requirements.
Essential Duties and Responsibilities
- Maintains employee personnel files in compliance with applicable federal, state, accreditation, and organizational requirements, ensuring required employment documentation is complete and current.

Processes Personnel Action Forms (PAFs) for employee status changes (hiring, promotion, transfer, termination) in the Payroll System, ensuring proper approvals and documentation.

Completes and maintains Forms I-9 and verifies employment eligibility documentation in accordance with federal requirements.

Coordinates recruitment and onboarding activities, including job postings, applicant tracking, interview scheduling, new hire documentation, and orientation support.

Coordinates required pre-employment screening processes, including background checks and drug testing.

Responsible for tracking and supervision of databases of professional licenses, certifications, and workforce training records through the Learning Management System (Relias LMS or equivalent).

Supports workforce documentation compliance related to HHSC contract requirements, CARF accreditation standards, and organizational policies.

Leads the benefits administration, including enrollments, changes, and terminations, coordinating documentation with payroll systems and insurance providers.

Leads in preparing workforce documentation and reports for audits, accreditation reviews, regulatory inspections, and required filings such as EEO-1 reporting, workers' compensation, and unemployment claims.

Responds to routine employee inquiries regarding HR policies, benefits, and HR procedures.

Maintains knowledge of regulatory changes and best practices in human resources and employment law.
equired/Preferred Education and Experience
- Bachelor's degree or Associate's degree in human resources or related field of study required.
- Three years of work experience in Human Resources and benefits administration.
- Or an equivalent combination of education and relevant work experience.
