PCG is seeking an experienced, independently licensed behavioral health professional to serve as our Full-Time Clinical Director.
The Clinical Director will provide clinical leadership and oversight for our adult Rehabilitative Behavioral Health Services program, including Psychosocial Rehabilitation Services. This position is responsible for maintaining high standards of clinical care, supporting regulatory compliance, supervising clinical staff, reviewing clinical documentation, and ensuring that services are medically necessary, person-centered, trauma-informed, and consistent with each participant’s individualized plan of care.
The ideal candidate is an organized and collaborative clinical leader with experience in behavioral health program management, clinical supervision, diagnostic assessment, treatment planning, Medicaid documentation, and quality improvement.
Primary Responsibilities
- Provide clinical leadership and oversight for the agency’s RBHS and Psychosocial Rehabilitation Services program.
- Ensure clinical services comply with South Carolina Medicaid requirements, applicable RBHS standards, professional licensing requirements, accreditation standards, and agency policies.
- Review and approve diagnostic assessments, individualized plans of care, 90-day treatment-plan reviews, progress summaries, discharge summaries, and other clinical documentation as required.
- Confirm that recommended services are clinically appropriate, medically necessary, and supported by the participant’s diagnosis and functional needs.
- Provide individual and group clinical supervision, consultation, coaching, and support to therapists, qualified mental health professionals, Psychosocial Rehabilitation Services staff, and other assigned team members.
- Monitor the quality, timeliness, accuracy, and completeness of clinical documentation.
- Participate in interdisciplinary treatment-team meetings, case consultations, utilization reviews, and high-risk case reviews.
- Oversee suicide-risk screening, safety planning, crisis-response procedures, and coordination of emergency behavioral health services.
- Assist with the development and implementation of person-centered, measurable treatment goals and rehabilitation interventions.
- Conduct or review comprehensive diagnostic assessments and clinical evaluations when needed.
- Provide direct clinical services when necessary to support program operations and continuity of care.
- Monitor participant progress and recommend changes to services, goals, interventions, level of care, or discharge planning.
- Support clinical staff with complex cases, behavioral concerns, treatment barriers, ethical concerns, and crisis situations.
- Conduct clinical-record audits and participate in quality-improvement and corrective-action activities.
- Assist with staff orientation, competency assessments, continuing education, and clinical training.
- Collaborate with agency leadership regarding staffing, program development, clinical policies, service quality, and regulatory readiness.
- Participate in Medicaid reviews, accreditation surveys, licensing reviews, audits, investigations, and corrective-action processes.
- Ensure appropriate coordination with psychiatric providers, medical providers, hospitals, crisis programs, families, referral sources, and community partners as needed.
- Maintain the confidentiality and security of protected health information.
- Perform other clinical leadership duties necessary to support safe, ethical, and effective program operations.
Minimum Qualifications
Applicants must meet the following requirements:
- Master’s or doctoral degree in social work, counseling, psychology, marriage and family therapy, or a related behavioral health field.
- Current, active, and unrestricted South Carolina independent clinical license, such as:
- Licensed Independent Social Worker–Clinical Practice
- Licensed Professional Counselor
- Licensed Marriage and Family Therapist
- Licensed Clinical Psychologist
- Minimum of three years of post-graduate behavioral health experience.
- Previous experience providing clinical supervision or behavioral health program leadership.
- Knowledge of diagnostic assessments, treatment planning, medical necessity, clinical documentation, risk assessment, crisis intervention, and discharge planning.
- Ability to complete and review clinical documentation accurately and within required timeframes.
- Ability to successfully complete required criminal background checks, exclusion screenings, and credential-verification processes.
- Proficiency with electronic health records, email, virtual-meeting platforms, and standard office software.
Preferred Qualifications
- Previous experience with South Carolina Medicaid or Rehabilitative Behavioral Health Services.
- Experience overseeing Psychosocial Rehabilitation Services for adults.
- Experience working with adults who have serious mental illness, trauma histories, co-occurring disorders, or significant functional impairments.
- Experience with accreditation surveys, Medicaid audits, quality assurance, utilization management, or regulatory compliance.
- Experience supervising licensed therapists, associate-level clinicians, qualified mental health professionals, or rehabilitation staff.
- Training in suicide prevention, trauma-informed care, crisis intervention, motivational interviewing, cognitive behavioral therapy, and clinical documentation.
- Experience developing clinical policies, staff competencies, training programs, and performance-improvement plans.
