Job Summary:
As the EHS Manager, you will ultimately be responsible for administering environmental, health, and safety (EHS) programs, ensuring regulatory compliance, and promoting a culture of safety across CNS operations. You will lead EHS initiatives, support field operations, and deliver effective health, safety, and environmental programs that protect employees, contractors, and the public. As the EHS Manager, your customers are CNS leadership, Congruex business units, employees, subcontractors, and clients, and you will make meaningful contributions to the company's success through safety leadership, regulatory compliance, and continuous improvement.
Key Responsibilities (Including, but not limited to):
- Administer and manage comprehensive environmental, health, and safety (EHS) programs to promote safe work practices and regulatory compliance
- Enforce corporate, client, federal, state, and local health and safety requirements across all operations
- Oversee and audit construction and workplace safety compliance while identifying and implementing risk management solutions
- Partner with General Managers, Engineering Directors, Construction Directors, Contracts Management, Finance, and People Services (HR) to implement and improve safety initiatives
- Support the development of safety metrics, reporting, fleet safety, and risk management programs
- Ensure compliance with OSHA, Cal-OSHA, DOT, ANSI, and other applicable federal and state safety regulations
- Manage incident reporting, investigations, root cause analyses, and corrective actions to prevent recurrence
- Coordinate workers' compensation activities, insurance carrier meetings, safety audits, and site visits
- Promote Congruex's safety culture through employee engagement, training, and professional safety involvement
- Travel domestically up to 50% as business needs require
- Additional responsibilities within functional scope based on business needs
Required Qualifications:
Education, Licensing, and Certifications
- Bachelor's degree in Safety Management, Occupational Safety and Health, or a related field preferred
- OSHA 30 and/or OSHA 500 Certification preferred
- Board of Certified Safety Professionals designation(s), including CSP, ASP, CHST, or equivalent preferred
- Valid driver's license
Experience
- 5+ years of progressive construction safety experience
- Experience working with Federal OSHA Part 1926, Cal-OSHA, DOT, ANSI, and other government safety regulations
- Experience managing environmental, health, and safety programs within construction or utility operations
- Experience conducting incident investigations, safety audits, and regulatory compliance activities

- Strong knowledge of Microsoft Office including Excel, Word, PowerPoint, Outlook, OneDrive, SharePoint, and Microsoft Teams
- Ability to work independently while collaborating with leadership across multiple business functions
- High emotional intelligence with exceptional relationship-building skills
- Demonstrated commitment to promoting a proactive safety culture
- Willingness to travel overnight as business needs require

Preferred Qualifications:
- Bachelor's degree in Safety Management, Occupational Safety and Health, or a related field
- Board of Certified Safety Professionals designation(s) (CSP, ASP, CHST, etc.)
- OSHA 30 and/or OSHA 500 Certification
- Experience supporting telecommunications, utility, or infrastructure construction operations
- Active participation in professional safety organizations
Physical Requirements:
- Ability to travel domestically up to 50%
- Ability to conduct field safety inspections at active construction sites
- Ability to work in office and outdoor construction environments under varying weather conditions
- Ability to stand, walk, climb, and navigate active construction sites for extended periods
- Ability to respond to emergency situations and travel as business needs require
