MINIMUM REQUIREMENTS FOR HIRING IN THIS POSITION:
- Must have a High School Diploma or GED.
- Must have a minimum of two years supervising and/or managing a transportation related program or business, including vehicle maintenance, inventory, and supervision.
- Must understand, speak, read and write the English language sufficiently well to receive, discuss and follow instructions, read road maps and instruction manuals, and complete reports in this language
- Must demonstrate a sound working knowledge of:
- Motor vehicle safety practices;
- Sand, mud and rough road driving requirements, limitations, and normal effects on vehicles.
- Vehicle mechanics, body and framework and repair;
- Vehicle service and maintenance requirements and procedures; and
- Must demonstrate ability to safely perform all types of vehicular service and repair operations in, on and under school vehicles.
Must satisfactorily complete a one-year probationary performance test: driving over local road conditions in the types of vehicles to be driven by school drivers, using proper speeds for road conditions and established rules and limitations for regular drivers for all types of road conditions met; performing mechanical and safety inspections on school vehicles; and making field repairs on mechanical, frame and body components, using manuals and report forms to be used on the job.
- Must have a minimum of two years’ successful experience as a School Bus Driver, at least partially on rural, unpaved bus routes, within the past five years, with no record of conviction of, or dismissal for a moving traffic violation involving a serious risk to the safety of self or others. If applicant does not have the driving experience or Commercial Driver’s License, this requirement may be waived for one year while on probationary status.
- Must have a driving record such that he/she is insurable without additional penalty premium under ANSB Inc.’s automotive liability insurance program.

- Must take an annual physical examination and secure certification by a licensed Physician that he/she meets the New Mexico State physical and mental qualifications for a School Bus Operator.
- Must be able to lift weights up to 100 lbs.
- Demonstrable knowledge in implementation and maintenance of internal control systems, inventories, and account management.
- Demonstrable skill and knowledge in dealing with and resolving personnel issues such as hostile work environment, conflict of interest, and customer relations.
- Demonstrable skill and knowledge in dealing with debit and revenue structures and management systems.
- Demonstrable knowledge of EPA regulations regarding oil, CFC’s and other materials that are regulated in their disposal.
- Demonstrable knowledge in the area of budgeting and different budgeting systems.
- Demonstrable knowledge in the area of cost/benefit or life cycle costing analysis.
INDIAN PREFERENCE: Preferential consideration for employment will be given to persons of documented Navajo, American Indian or Alaskan Native Tribal membership who meet the qualifications above, in accordance with the requirements of P.L. 93-638 and the Navajo Nation Tribal Code.
ADDITIONAL PREFERENCE:
Otherwise fully qualified candidates who possess the following additional qualifications will be given additional consideration for employment in this position:
- Satisfactory completion of a Supervisory or regulatory Level, New Mexico Pupil Transportation Institute course within the past three years.
- Satisfactory completion of an auto mechanics/body repair/or welding course within the past five years.
- Understands and speaks the Navajo language in normal conversation
Credentials, Licenses and/or Certificates:
- Should have and maintain a New Mexico Commercial Driver’s License, and secure and maintain a U.S. General Services Administration Bus Driver’s License. Must also successfully complete an accredited Defensive Driving course every three years to maintain employment. If the applicant is qualified in all other respects and has a long-standing record of proven performance of coordinating and supervising a school bus transportation organization, the New Mexico Commercial Driver’s License requirement may be waived for one year.

PAY RANGE: Grade I
on the ANSB, Inc., General Salary Scale.
WORKING HOURS: 40 Hours a week, scheduled hours to be assigned.
LUNCH HOUR: One Hour
POSITION GOAL: The purpose of this position is to provide oversight, scheduling, equipment safety monitoring and repair, staff training and personnel supervision for the pupil transportation services of Alamo Navajo Community School.
DUTIES & RESPONSIBILITIES:
- Supports and efficiently carries out responsibilities in accordance with Alamo Navajo School Board, Inc. Policies and Procedures.
- Supports and carries out responsibilities in accordance with New Mexico State Educational Competencies.
- Represents Alamo Navajo School Board Inc. in a manner reflecting professionalism and which enhances community understanding of the program.
- Protects the confidentiality of student & personnel information.
- Maintains a high personal standard of professional and ethical conduct. Accepts professional responsibility for keeping informed on current educational topics and advancements.
- Supervises all student transportation personnel. Adheres to the Alamo Navajo School Board Personnel Policy Manual and Administrative Procedures for implementing it, as they may be amended from time to time.
- Affirmatively supports and enforces these policies in supervising subordinate employee.
- Follows administrative procedures for authorizing the expenditure of funds in purchasing fuel, parts and supplies for the transportation program.
- Establishes all regular school bus routes, to make most effective, safe, and economical use of school vehicles in transporting students to and from school to homes for regular classes, and extra-curricular activities at the school.
- Modifies routes as necessary because of weather and road conditions.
- Makes and enforces decisions regarding whether special equipment, such as tire chains, must be used by drivers.
- Ensures that all Bus Drivers have in place an assigned seating chart.
- Oversees driver inspections of vehicles before and after trips.
- Reviews daily inspection sheets for completeness, accuracy, and problems noted.
- Trains drivers, as necessary, in inspection routines.
- Makes occasional, unannounced spot-checks on presence of safety and emergency equipment, safe stowage of tools and spare tire, and other safety conditions on board all busses. Instructs drivers to correct any unsafe condition found. Reports repeated violations to supervisor.
- Assigns and dispatches Alamo Navajo School Buses and drivers over established routes, on a schedule determined in consultation with the Superintendent and the Principal.
- Assures that no vehicle is dispatched for ANSB business without ANSB Insurance coverage in force.
- Keeps a permanent record of all assignments and repairs, by vehicle. Accepts full responsibility for the condition of vehicles leased or owned by ANSB, Inc.
- Participates in decisions regarding closure of school due to road and weather conditions.
- Operates ANSB Inc. vehicles for incidental trips necessary to service and repair vehicles, or to conduct other school business.
- Serve as a substitute Bus Driver on regular runs, following all requirements of that position, if necessary. This requirement is waived if applicant is in the process of obtaining a Commercial Driver’s License.
- May operate a School Bus, with agreement of supervisor, on student activity trips for athletic, instructional or other educational purposes. Remains on call during non-driving periods on such trips. The operation of a School Bus can only occur if applicant possesses a Commercial Driver’s License.
- Road tests all applicants, over typical routes and road conditions, to evaluate performance, and need for instruction or formal training.
- Makes recommendations regarding hiring, based on applicant performance.
- Does systematic driving skill evaluations of all drivers, taking into account both their driving performance, and the ongoing condition of vehicle(s) assigned.
- Recommends assignment of drivers of New Mexico Pupil Transportation Institute courses, as needed to improve and maintain their skills.
- Designs, organizes, and conducts informal training on subjects related to the safety of students such as managing students and actions to take if no adults are home to receive a child.
- Plans, carries out, and evaluates unannounced bus evacuation drills in the field.
- Adheres to New Mexico State Regulations Governing School Bus Operators, and Procedural Regulations Governing the Operation of The School Bus, and applicable GSA, BIA, and ANSB Inc. policies in performing the above tasks.
- Performs a systematic, thorough monthly inspection of the safety and mechanical/structural soundness of all components and equipment of all ANSB Inc. motor pool vehicles.
- Keeps a permanent checklist record of all findings.
- Reports to supervisor any evidence of abnormal wear or damage to vehicle or any part thereof, at the earliest opportunity after discovering it. Requires a formal accident report from the driver responsible, for all damage beyond normal wear and tear.
- Serves as a primary decision maker with regard to whether any vehicle has been structurally or mechanically abused or neglected by the assigned driver(s) Reports findings to supervisor.
- Removes any vehicle from the dispatch list which is found, upon inspection, to be unsafe or unsound for continued operation, reporting the same to supervisor. Makes, or secures repairs or an alternate vehicle as necessary.
- Schedules vehicles for shop service and/or repair as necessary to maintain them in safe, sound working order. Coordinates repair as service activities with GSA motor pool personnel, for GSA-owned vehicles.
- Road tests all vehicles after repair, or upon return from GSA repair depot, to determine satisfactory condition before returning the vehicle to use.
- Takes primary responsibility for the safety and condition of the Alamo Navajo School automotive repair facility. Supervises all other persons while working in this facility.
- Assures proper use of vehicle repair tools and equipment.
- Maintains an inventory of all vehicle repair tools and equipment. Reports any missing or broken items to supervisor immediately upon discovery.
- Enforces ANSB shop regulations and safety procedures. May exclude any worker from the shop “on the spot” for violation thereof.
- Prepares invoices for billing of maintenance work completed by the ANCS Transportation Department where applicable and maintains records for accounting purposes to establish a self-sustaining maintenance program.
- Makes recommendations to supervisor regarding equipment purchases. Coordinates repair parts purchases through the Transportation Clerk.
- To the extent possible, takes responsibility for the condition of ANSB school bus routes, by:
- Checking on road conditions by 4:00 a.m. on days when there is an overnight snowfall, and making recommendations to the Superintendent on whether to hold school.
- Reporting severe mud and rough road conditions, and requesting appropriate road repair and maintenance services, through the supervisor to County or ANSB Inc. road maintenance authorities.
- Completes all reports, records, checklists, operational logs and other paperwork required to document and manage the work done, as assigned.
- Assures completion and timely submission of all driver logs, mileage reports, and other documentation required for annual BIA formula funding of student transportation services.
- Accepts and participates fully in training activities as assigned by the supervisor, including periodic assignment to attend in New Mexico transportation Institute. Applies knowledge, skills, and concepts acquired upon return to duty.
SPECIAL CONDITIONS:
- This position is subject by law to finger printing and a criminal/character background investigation.
- Must provide documentation of immunity or immunization against tetanus, diphtheria, and measles/rubella, and of tuberculosis status by skin test or X-ray, within thirty (30) days of hiring, and at such additional intervals as may be determined by the immediate supervisor or the ANSB Executive Director.
EVALUATION: Will be evaluated in accordance with the Alamo Navajo School Board, Inc., policies and procedures.
