WIOA Case Manager
Native American Indian Association of Tennessee, Inc. (NAIA of Tennessee) is seeking a qualified and motivated professional to fill the position of WIOA Case Manager. This role serves as the primary point of contact for participants in the Workforce Innovation and Opportunity Act (WIOA) program and is responsible for delivering comprehensive case management services from intake through program completion. Position Details
- Salary: $40,000 annually
- Schedule: Full-time, 40 hours per week
- Location: Office-based position in Smyrna, Tennessee

Position Overview
The WIOA Case Manager works under the supervision of the WIOA Program Director and serves as the primary point of contact for program participants from intake through program completion or exit. This position is responsible for participant recruitment, eligibility determination, case management, reporting, and service coordination in compliance with Department of Labor Workforce Investment Act (WIA) Section 166 and Workforce Innovation and Opportunity Act (WIOA) regulations. Strict confidentiality of participant information is required at all times.
Key Responsibilities
Participant Services and Case Management
- Recruit and enroll eligible participants, including outreach to Native American Indian populations throughout the State of Tennessee.
- Review applications, determine eligibility, and conduct participant interviews.
- Assist participants in developing and managing Individual Employment Plans (IEPs).
- Provide skills assessments, employment counseling, and ongoing case management support.
- Assess and address barriers to employment and connect participants to appropriate services and resources.
Employer Engagement and Workforce Development
- Build and maintain a database of local employers, job opportunities, and training institutions.
- Establish and maintain professional relationships with employers, American Job Centers, training providers, and social service agencies.
- Develop job placement, work experience, and paid learning opportunities aligned with participants’ career goals.
- Remain current on labor market information, job trends, and workforce data.
Data Management and Reporting
- Maintain accurate and confidential participant records in both physical and electronic formats using the government-provided GPMS system.
- Prepare and submit monthly statistical, narrative, and program progress reports to the Program Director.
- Draft correspondence including letters and documents for participants, employers, training institutions, and partner agencies.
Administrative and Office Support
- Perform administrative and clerical duties as required to support program operations.
- Answer incoming phone calls and greet office visitors in a professional manner.
- Schedule, manage, and attend meetings, including making travel arrangements when necessary.
Other Duties
- Perform additional duties and responsibilities as assigned by the WIOA Program Director.
Qualifications
Education and Experience
- Associate’s degree in social services or a related field, such as Human Services, Psychology is preferred; equivalent work experience may be substituted.
- Experience working with the public and providing direct services is preferred.
Knowledge, Skills, and Abilities
- Strong interpersonal, communication, and organizational skills.
- Proficiency in Microsoft Office applications, including Word and Excel, as well as Google tools.
- Ability to use standard office equipment, including phones and copiers, with strong typing skills.
- Ability to maintain confidentiality and comply with all WIOA and Department of Labor regulations.
Additional Requirements
- Valid Tennessee driver’s license and reliable transportation are required.
- The job requires 40 hours per week and is an office-based position.
- Willingness for minimal travel throughout the State of Tennessee and attend out-of-state conferences or training opportunities as required.
- Ability and willingness to conduct community-based outreach and recruitment efforts.
Pay: $39,000.00 - $40,000.00 per year
