CLS is looking for experienced Utility Siting Contractors local to Allentown, PA. The Utility Siting Contractor supports the planning, evaluation, and development of utility infrastructure projects by identifying and assessing potential routes, property impacts, and right-of-way (ROW) considerations. This role works closely with Engineering, Environmental, Permitting, Project Management, and ROW teams to evaluate route feasibility, support project development, and facilitate the transition from project siting into ROW acquisition activities.
Essential Job Functions
- Review proposed utility routes, plans, GIS/KMZ files, and property data.
- Evaluate greenfield, existing ROW, and alternative routes.
- Identify affected parcels, landowners, easements, and property impacts.
- Identify ROW, access, acquisition, and constructability concerns.
- Coordinate with Engineering, Environmental, Permitting, Project Management, and ROW teams.
- Assist with preliminary ROW/acquisition cost estimates.
- Support landowner, municipality, and stakeholder coordination.
- Participate in field/site reviews as needed.
- Maintain accurate siting, mapping, parcel, and project documentation.
- Support transition from siting into ROW acquisition.
Qualifications & Experience
- Minimum of 2 years of utility siting experience required.
- Bachelor’s degree in business, Real Estate, Geography, GIS, Engineering, Environmental Studies, or a related field is a plus.
- Knowledge of utility siting and route selection processes, including evaluation of greenfield, existing ROW, and alternative route options.
- Experience supporting electric transmission, distribution, renewable energy, telecommunications, pipeline, or other utility infrastructure projects.
- Ability to identify affected parcels, landowners, easements, and property impacts associated with proposed utility routes.
- Experience researching deeds, easements, tax records, title information, and ownership data.
- Understanding of right-of-way acquisition processes, property rights, easements, and landowner considerations.
- Ability to identify and evaluate ROW, access, acquisition, permitting, and constructability concerns.
- Experience assisting with property impact assessments and preliminary ROW/acquisition cost estimates.
- Proficiency with GIS applications, mapping platforms, KMZ files, Google Earth, and spatial analysis tools.
- Ability to interpret engineering drawings, route maps, aerial imagery, legal descriptions, and project plans.
- Strong analytical, organizational, problem-solving, and communication skills.
- Proficiency with Microsoft Office Suite including Word, Excel, PowerPoint, and Outlook.
- Ability to manage multiple projects and priorities and travel for field/site reviews as required.
