Plans and directs MetCom’s human resources programs and services by developing HR policies and procedures, managing employee benefit programs, developing and ensuring effective implementation of plans, systems, policies, and processes for workforce planning, talent management and development, employee engagement, compliance and recordkeeping, employee relations, and compensation and benefits, as well as ensuring HR compliance. Position reports to the Executive Director.
Required Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.):

Thorough knowledge of St. Mary’s County Metropolitan Commission policies and procedures

Advanced knowledge of employment law and legislative changes

Ability to act as a representative of St. Mary’s County Metropolitan Commission to the public

Expert knowledge of Human Resources management principles, practices, and procedures

Expert knowledge of personnel policies and procedures, employment practices and employee benefit plans

Advanced knowledge of the principles, practices, and procedures of administrative management, and the ability to interpret them to the staff and the public

Ability to read and comprehend relevant documents associated with department operations

Ability to effectively communicate with other staff members; ability to coordinate, advise, supervise and maintain effective working relationships with other professionals.

Ability to keep relevant parties informed of all major issues and programs and to recommend changes as appropriate

Ability to maintain strict confidentiality in all matters pertaining to the department

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.):
Training and/or Education:
Bachelor’s degree plus five or more years of relevant experience or Master’s degree plus three or more years of relevant experience
Experience:
Or equivalent technical training, education, and/or experience
Licenses or Certificates:
PHR or SHRM certification required

Work Schedule:
This position is eligible to telework two days per week with Director approval.
