Hiring Unit: Information Technology Services, Client Service and Operations Center
- Lead development and maintenance projects, including the design and development of web tools and applications, to support ITS hosted Website services.
- Design, implement, and support page templates for use in the ITS-supported content management system (CMS).
- Provide project implementation and post-implementation support for web-based sites and applications developed by ITS.
- Manage, direct, and coordinate the web design and development team¿s work tasks.
- Create and maintain documentation and training materials for the institutional web CMS.
- Program, evaluate, and test web-based applications using HTML, CSS, Bootstrap, and/or any other programming or scripting languages to meet project requirements.
Assess and evaluate the capabilities and limitations of new and upcoming programming or scripting languages.
- Coordinate with ITS Information Security, System Services Infrastructure, Web Support, and Client Service and Operations Center staff to setup and configure CMS websites and web applications in alignment with all institutional policies and compliance requirements.
Collaborate with CMS vendor(s) and UH customers of ITS hosted website services to design and publish content that meets the customer¿s requirements.
- Define user interface (UI) specifications based on best practices and in accordance with overall website design and requirements.
- Communicate and express creative ideas directly with customers and managerial, administrative, and technical staff to determine UI and user experience (UX) needs and document those requirements.
- Convert conceptual designs or business solutions into visual mockups, wireframes, or prototypes.
- Design and implement front end UIs for new and existing web applications and websites according to specifications.
Develop and document functional description from a customer's perspective which describes the website to be developed and the business solution to any problems identified.
Ensure design projects are planned, programmed, tested, and implemented by project deadlines.
- Configure DNS entries and web application firewall (WAF) to appropriately support UH websites and web applications.
- Develop test methodology, complete quality assurance testing, and document new applications or new versions of software.
- Lead design and implementation initiatives for new and existing web application and website front end UIs according to specifications while incorporating usability concepts and ADA requirements.
- Assists with development, formulation, and documentation of operating procedures.
Keeps current on rapid developments and emerging technologies by researching articles in trade journals, periodicals, technical manuals, newsletters, etc. and by attending classes, conferences, presentations and self-directed study methods.
- Prepares and coordinates communication with stakeholders internal and external to ITS regarding issues, updates, and general announcements related to ITS services.
Collaborates with ITS information security staff to respond to reports of security policy violations, including remediation of those violations.
- Continuously monitor and lead initiatives to enhance system reliability, security, and operational efficiency. Supervise and mentor IT staff to assure that administrative directives and industry best practices are understood and followed.
- Follows and implements directives and guidance related to best practices from University of Hawai'i System Information Technology Services.
- Ensures the consistent adoption, implementation, and enforcement of recommendations issued through University of Hawai'i System Information Technology Service.
- Keeps abreast of recommendations issued through University of Hawai'i System Information Technology Service, and takes timely action as needed.

Possession of a pertinent baccalaureate educational degree in Computer Science, Information Systems, Information Technology or related field and 3 years of progressively responsible professional information technology experience with responsibilities for website and application design, of which 2 years of the experience must have been comparable in scope and complexity to the next lower pay band in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Considerable working knowledge of website and application design as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodologies.
Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with website and application design.
Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.
Proven ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Considerable experience creating visual mockups, wireframes, and/or prototypes using associated software (i.e. Figma, Sketch, Penpot, or Lunacy).
Considerable working knowledge of web development standards and languages (i.e. HTML/CSS, PHP, JavaScript, or comparable).
Considerable working knowledge of best practices for designing and developing web user interfaces to optimize user experiences.
Considerable working knowledge of coding practices necessary for developing web-based applications and websites; prototyping and iterative development techniques; and systems development methodology and techniques.
Considerable experience with a source code control system, such as GitHub.
Considerable working knowledge of web content management systems (i.e. Wordpress, Drupal, Cascade, or similar).
Considerable working knowledge of usability concepts and ADA requirements for web-based applications and websites.
Considerable experience integrating web applications with single sign-on authentication using SAML, CAS, or similar protocols.
Considerable experience developing website templates for a content management system using a standard markup language (i.e. Velocity, XLST, or comparable).
Experience integrating websites and web applications with enterprise information systems using best practices and standards.
Demonstrated ability to speak, read, comprehend, interpret, and write fluently in English.
Demonstrated ability to learn and apply new technologies independently and in a timely manner using books, manuals and other resources.
Ability to work a variable work schedule and to work outside normally scheduled work hours including day, night, weekend, and/or holiday hours, as directed.
