JOB SUMMARY:
Behavioral Access to Care (BAC) is seeking an experienced and visionary Clinical Director of Mental Health Services to lead the delivery of high-quality, integrated behavioral health services for individuals living with co-occurring mental health and substance misuse disorders. This leadership role is ideal for a licensed clinician who is passionate about advancing clinical excellence, mentoring multidisciplinary teams, and driving innovative, client-centered care.
Under the supervision of the Director of Behavioral Health Services, the Clinical Director oversees the OMH clinical operations across multiple outpatient mental health programs, ensuring services meet the highest standards of quality, compliance, and evidence-based practice. As a key member of the leadership team, the Clinical Director partners with executive leadership, community providers, hospitals, and state agencies to strengthen integrated behavioral health services and improve outcomes for individuals and families. The Clinical Director also serves as the agency's clinical leader for mental health services, helping shape clinical policies, establish best practices, monitor quality and performance metrics, and ensure compliance with OMH, OASAS, SAMHSA, HIPAA, and other applicable regulatory requirements.
The Clinical Director provides strategic leadership in clinical supervision, staff development, program implementation, quality improvement, and regulatory compliance while fostering a culture of collaboration, accountability, and continuous learning. The ideal candidate is an experienced, collaborative, and forward-thinking leader with a demonstrated history of supervising licensed clinicians, managing outpatient behavioral health programs, and leading quality improvement initiatives. They are committed to trauma-informed, culturally responsive care and have a proven ability to build high-performing teams while advancing BAC's mission of delivering compassionate, equitable, and effective behavioral healthcare.
This position is scheduled full-time (35 hours per week) and on-site. The candidate will work during the clinic's operating hours: Monday-Thursday, 8 am- 8 pm; Friday and Saturday, 9 am- 5 pm.
EDUCATION AND WORK EXPERIENCE:
- MINIMUM: Master’s degree in social work (MSW) required
- SIFI certification, or ability and willingness to obtain certification in the first year
- MINIMUM: 5 years of clinical supervision experience for paid therapists
- MINIMUM: 3 years in a leadership/administrative role in behavioral health, with expertise in managing co-occurring disorder programs
- MINIMUM: NYS Active certification as an LCSW
DUTIES AND RESPONSIBILITIES:
Leadership & Program Oversight
- Lead day-to-day operations across multiple mental health service sites
- Implement and monitor protocols and policies that meet programmatic goals
- Ensure service delivery aligns with agency objectives and funder requirements
- Participate in budgeting, strategic planning, and service integration initiatives
Clinical Supervision & Staff Development
- Supervise clinical supervisors, managers, and mental health professionals
- Conduct performance evaluations and implement staff training plans
- Provide individual and group supervision, coaching, and crisis support
- Lead staff recruitment, onboarding, and orientation processes
Quality Assurance & Compliance
- Ensure documentation and clinical practices meet OMH, OASAS, and HIPAA standards.
- Collaborate with QA and compliance staff on chart audits and performance monitoring.
- Lead root cause analyses and process improvement initiatives
- Maintain readiness for audits and regulatory site visits
Client Services & Interdisciplinary Care
- Guide clinical teams in evidence-based assessment, treatment planning, and intervention
- Serve as liaison with hospitals, case management programs, and housing providers
- Support the integration of behavioral health with primary care and community support
- Promote trauma-informed, culturally competent service delivery
Data & Reporting
- Track service outcomes and productivity to ensure contract compliance
- Analyze and report program performance to executive leadership
- Support grant reporting and funding renewals with relevant data
Additional Responsibilities
- Ensure staff are trained in trauma-informed practices
- Represent BAC in external meetings and behavioral health coalitions
- Participate in internal committees and interdisciplinary treatment planning
- Stay current on best practices and participate in professional development
- Always maintain confidentiality and ethical standards

KNOWLEDGE AND RESPONSIBILITIES:
- Deep understanding of co-occurring disorders and evidence-based interventions

Pay: $105,000.00 per year
