General Statement of Duties
Performs routine work operating and maintaining a Recycling Center to assist the public in the disposal of solid waste and recyclables.
Distinguishing Features of the Class
An employee in this class is responsible for operating and maintaining a solid waste disposal site. Work generally requires the employee to provide customer service at the site including ensuring that users are county residents; educating users on materials that can be left at site; and notifying users when materials are not in compliance with rules and regulations. Work is performed under general supervision of the Operations Manager and/or Director.
Illustrative Examples of Work
Opens and closes the site on a daily basis.
Monitors the levels of solid waste in the containers and notifies the Sanitation phone number when containers are full.
Maintains a clean facility; picks up waste/debris and discards in containers as needed.
Clears driving surface, inside the facility, during inclement weather; applies salt to surface.
Ensures that site users are county residents; notifies supervisor when citizens are not in compliance with rules and regulations.
Compacts refuse in containers periodically for maximum volume.
Educates users and provides information regarding materials that can be left at the site.
Ensures that refuse and recyclables are placed in the correct containers.
Maintains satisfactory appearance of the solid waste disposal site by performing general/light grounds maintenance duties (e.g. sweep, hose off surface, rake leaves, etc…).
Provides physical assistance to the public, including the elderly and handicapped as help is needed.
Assists the truck drivers attach full containers when removing and detach empty containers when depositing.
Encourages residents to recycle.
Adheres to department’s safety rules and regulations.
Performs other related duties as required.

Knowledge, Skills and Abilities
Knowledge of recyclable materials related to site.
Skill in using various hand and lawn care tools, i.e. broom, shovel, etc…
Ability to work under a variety of weather conditions for a long period of time.
Ability to follow instructions and work independently.
Ability to communicate effectively with the general public.
Ability to establish effective working relationships with coworkers, other County employees and the general public from various socio-economic groups.
Ability to determine if site container is 25%, 50%, 75%, or 100% full.
Physical Requirements
Must be able to physically perform the basic life operational support functions of stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking and hearing.
Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Must possess visual acuity to prepare and analyze data and figures and perform visual inspections of small defects or parts, operation or inspection of machines.
Worker is required to possess adequate visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned.
May be subject to both indoor and outdoor environmental conditions.
May be subject to atmospheric conditions that affect the respiratory system including exposure to fumes, odors, dusts, mists, gases, or poor ventilation.
May be subject to functioning in narrow aisles or passage ways.
May be subject to contact with disposed of potentially infectious bodily fluids.
Must possess good communication skills in order to communicate both fluently and effectively with residents, coworkers and drivers
Have the ability to use and understand hand signals and make eye contact with staff during daily operations
