Position Overview
The Technical Program Manager will lead large-scale enterprise technology initiatives across EOHHS, partnering with business, architecture, infrastructure, and application teams to deliver strategic projects. This role is responsible for project planning, execution, risk management, stakeholder communication, and coordination of cross-functional technical resources to ensure successful delivery of complex IT programs.
Key Responsibilities
- Develop and manage project plans, timelines, milestones, dependencies, and deliverables.
- Coordinate activities across project teams, technical resources, and the CTO organization.
- Review technical and architectural documentation to ensure scalable and resilient solutions.
- Manage project scope, risks, issues, change requests, and remediation plans.
- Track project progress and provide regular status reporting to leadership and stakeholders.
- Collaborate with business leaders to develop release schedules and implementation plans.
- Lead project planning activities, including work breakdown structures, resource planning, budgets, and timelines.
- Ensure adherence to project management standards, governance processes, and Commonwealth policies.
- Facilitate communication between technical teams, business stakeholders, vendors, and leadership.
- Support quality assurance, testing, change management, and deployment activities.
- Develop project metrics, dashboards, and executive-level reporting.
- Manage multiple concurrent projects with competing priorities and deadlines.
Required Qualifications
- Bachelor’s degree in Computer Science or equivalent experience.
- 10+ years of IT experience.
- 8+ years of project management experience leading projects from initiation through delivery.
- 5+ years managing large-scale enterprise IT projects.
- Experience managing projects in both Agile and Waterfall environments.
- Experience developing project documentation, requirements, status reports, and executive communications.
- Experience with Jira or similar project management tools.
- Advanced proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Visio, Outlook, and SharePoint.
- Strong risk management, budgeting, and project governance experience.
- Excellent verbal, written, presentation, and stakeholder management skills.
Preferred Qualifications
- PMP, Certified Scrum Master (CSM), or equivalent certification.
- Experience leading enterprise-wide technology transformation initiatives.
- Experience delivering vulnerability remediation and cybersecurity projects.
- Experience managing technology upgrade and modernization programs.
- Experience working within government or highly regulated environments.
- Knowledge of security, compliance, and regulatory requirements.
