Salary: $60,000-$68,000 commensurate with experience

Position Summary
The Quality Control Inspector (QCI) is responsible for ensuring that all weatherization services performed under the North Carolina Department of Environmental Quality (NC DEQ) Weatherization Assistance Program (WAP), including projects funded through the Infrastructure Investment and Jobs Act (IIJA), comply with federal, state, and local regulations, program standards, and quality requirements. The QCI conducts final inspections, verifies completed work, ensures health and safety compliance, and certifies that weatherization measures achieve the intended energy savings and performance outcomes.
The Quality Control Inspector serves as an independent quality assurance professional and must possess the technical expertise necessary to evaluate weatherization measures, building performance, energy conservation improvements, and contractor workmanship.
Essential Duties and ResponsibilitiesQuality Control Inspections
- Conduct final inspections on 100% of completed weatherization units as required by U.S. Department of Energy (DOE) regulations and NC DEQ policies.
- Verify that all installed measures comply with approved work orders, energy audits, and program specifications.
- Ensure work meets applicable standards outlined in:
- DOE Weatherization Program Notices (WPNs)
- NC DEQ WAP Policies and Procedures
- Standard Work Specifications (SWS)
- OSHA requirements
- Local building and safety codes
Building Performance Testing
- Perform diagnostic testing before and after weatherization work, including:
- Blower door testing
- Combustion appliance zone (CAZ) testing
- Gas leak detection
- Carbon monoxide testing
- Draft and spillage testing
- Mechanical ventilation verification
- Evaluate building performance and identify deficiencies requiring corrective action.
Documentation and Compliance
- Review client files for completeness and accuracy.
- Verify that required forms, audit reports, photographs, invoices, permits, and inspection records are properly maintained.
- Complete final inspection reports and certification documents in accordance with DOE and NC DEQ requirements.
- Ensure compliance with Davis-Bacon labor standards, environmental regulations, and IIJA program requirements when applicable.
Contractor and Crew Oversight
- Assess workmanship quality of contractors and in-house weatherization crews.
- Identify deficiencies and provide written recommendations for corrective action.
- Monitor completion of corrective work and conduct re-inspections as necessary.
- Communicate inspection findings professionally and effectively with contractors, crew leaders, and program management.
Health and Safety Compliance
- Verify compliance with DOE Health and Safety Guidance.
- Identify and document health and safety hazards affecting occupants or workers.
- Ensure corrective actions are completed before project closeout.
- Promote safe work practices throughout all weatherization activities.
Program Support
- Assist with technical training and mentoring of weatherization staff.
- Participate in monitoring reviews conducted by NC DEQ and DOE representatives.
- Support continuous quality improvement initiatives.
- Attend required trainings, conferences, and certification updates.
Minimum QualificationsEducation
- High school diploma or GED required.
- Associate degree in Construction Technology, Building Science, Energy Management, Engineering Technology, or related field preferred.
Experience
- Minimum three (3) years of experience in weatherization, residential construction, energy efficiency, building performance, housing rehabilitation, or a related field.
- Experience conducting inspections and diagnostic testing preferred.
- Experience with federally funded programs preferred.
Required Certifications
The successful candidate must possess or obtain the following certifications within timeframes established by NC DEQ and DOE:
- BPI Quality Control Inspector (QCI) Certification (required)
- BPI Building Analyst Technician (preferred)
- OSHA 10-Hour Construction Safety Certification (preferred)
Must maintain all required certifications throughout employment.
Knowledge, Skills, and Abilities
- Knowledge of residential construction practices and building science principles.
- Knowledge of DOE Weatherization Assistance Program regulations and requirements.
- Understanding of Standard Work Specifications (SWS).
- Ability to interpret energy audits, work orders, and technical specifications.
- Proficiency in building diagnostic equipment and testing procedures.
- Strong analytical and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to prepare detailed reports and maintain accurate records.
- Proficiency in Microsoft Office and weatherization data management systems.
- Ability to work independently and exercise sound judgment.
Physical Requirements
- Ability to inspect homes in various environmental conditions.
- Ability to enter attics, crawlspaces, and confined spaces.
- Ability to climb ladders and navigate uneven terrain.
- Ability to lift and carry up to 50 pounds.
- Ability to operate testing and diagnostic equipment.
Travel Requirements
- Frequent travel throughout the service area to conduct inspections.
- Valid North Carolina driver's license and insurable driving record required.
- Reliable transportation required.
