POSITION: Administrative Secretary 2C â Payroll, Benefits and Leave Office
LOCATION: Red Clay District Offices â Baltz Bldg.
1502 Spruce Ave, Wilmington, DE
REPORTS TO: Supervisor, Payroll
BASIC FUNCTION: This position will provide secretarial/clerical support in the Payroll, Benefits and Leave office with a major emphasis on Health Insurance Portability and Accountability Act (HIPPA) and Family Medical Leave Act (FMLA) record-keeping. This includes but is not limited to, benefit and leave data entry into the PHRST system and or Data Service Center (DSC), tracking new hire and changes in benefit enrollments, and tracking employees through the start and end of various leave programs.
This position's primary responsibilities will be maintaining benefit and leave files, data entry into the PHRST system on a biweekly cyclical basis, completion of forms requesting benefit information, maintaining various general email boxes, researching benefit/leave issues, determining FMLA eligibility, maintaining, creating and updating various benefit and leave google forms and other duties as determined by the Benefit and Leave Specialists and the Supervisor of Payroll. Responsibilities will also include assisting in developing office procedures to facilitate performance of assigned duties in compliance with school district and State of Delaware policies and procedures. Travel to Dover for training in PHRST modules is required for system access.
CHARACTERISTICS, DUTIES AND RESPONSIBILITIES:
1. Process assigned benefits and leave duties in an accurate, timely manner to avoid interruption in employees' benefits, leave and payroll.
2. Create, maintain and update various benefit and leave google forms.
3. Understand the cross functional impact of benefits, leave and payroll.
4. Respond to requests from both employee and central organizations, vendors for information, form completion and/or assistance with State and local benefit information and the State of Delaware's various leave programs.
5. Assist leave and benefit specialist as needed.
6. Assist district secretaries, staff and employees with questions on leave and benefit procedures.
7. The ability to understand and research various state and federal policies and procedures.
8. Operate computer and other standard office machines (calculator, fax, and copier).
9. Maintain separate files for benefits and leave, as per HIPPA regulations.
10. Some FSF/PHRST experience preferred.
11. Ability to determine priorities and coordinate workload to meet schedules and deadlines.
12. Other related duties as assigned.
QUALIFICATIONS:
1. High school diploma or GED.
2. Three years of successful secretarial/clerical work experience.
3. One additional year office experience with concentration in maintaining confidential files and information and knowledge of various Federal procedures, including FMLA, and HIPPA preferred.
4. Ability to work with accuracy and speed and the ability to prioritize tasks based on system deadlines.
5. Computer training and experience required. Knowledge of Excel and Word mandatory.
6. Knowledge of standard procedures for filing.
7. Ability to perform numerical and other related aspects of position.
8. Ability to coordinate workload to meet schedules/deadlines.
9. Ability to exercise good judgment and discretion.
10. Ability to work cooperatively with others.
11. Good attendance record.
