PURPOSE AND SUMMARY :
Performs and supervises the work of the Financial Division in accounting functions, including balancing cash drawers and bank statements monthly, accounts receivable, accounts payable, bond money, and month-end and quarterly reports. This position works closely with the Clerk of Courts and plays a key role in the annual budget preparation.
ESSENTIAL FUNCTIONS :
1. Manages all monies that come to the Clerk of Courts office, including fine payments, bond money, payment plans, attorney’s fees and condemnation trust funds. Disburses Payables each week as designated.
2. Manages the collection of all accounts receivable owed to the courts. This includes sending qualifying debts to State Debt Collections Agency and the Department of Revenue. Manages the receipting of money received from SDC and DOR by mail or at the counter. Assists with the completion of the annual budgets for the Clerk of Courts Office, six circuit courts, Register in Probate, family court commissioner, two court commissioners and Family Court Services.
3. Organizes, distributes, and delegates work to subordinates fairly and impartially. Provides clear and appropriate direction to employees. Provides training and coaching to subordinates. Ensures that staff has the resources and flexibility to perform, improve, and learn in their jobs. Keeps open communication with subordinates, listens to them, and provides feedback. Positively motivates, mentors, and leads employees. Provides appropriate and timely performance evaluations for all subordinates.
ADDITIONAL ESSENTIAL DUTIES :
1. Balances eight cash receipt registers daily. Reconciles discrepancies.
2. Prepares monthly bank reconciliation of the CCAP account. Prepares and distributes the ST-83 report to the Treasurer. Prepares checks for money owed to the state, County and probate office.
3. Monitors monthly several trust accounts, including attorney fee trust, collection agency trust, restitution trust, general trust and the refund trust account. Issues disbursements from these accounts as ordered by the court.
4. Annually prepares unclaimed funds reports for the County Treasurer. Sends unclaimed funds list to the Treasurer for public posting or preparing a check to deposit with the County.
5. Orders and inventories office/printing supplies and printing requests. Prepares purchase orders and manages journal entries.
6. Ensures that confidentiality regarding office business is maintained at all times.
7. Performs other related duties as may be assigned.
WORK RELATIONSHIPS :
1. Reports to Clerk of Courts.
2. Supervises Financial Associate II, Administrative Associate III – Financial Unit, Court Record Associate, and Administrative Associate III – Jury Clerk.
3. Works with Chief Deputy Clerk of Courts and circuit court staff, Wisconsin Department of Revenue, County Finance Department, County Treasurer’s Office, other County departments and external agencies, attorneys and the public.
REQUIRED EDUCATION, EXPERIENCE, TRAINING, AND CERTIFICATION :
1. High school diploma or equivalent required, with post high school training and related bookkeeping experience preferred.
2. Minimum of two years’ supervisory experience.
3. Must have experience in public contact and a variety of secretarial/office functions, or any equivalent combination of experience and training which provides required office- setting knowledge, skills and abilities.
4. Knowledge and experience using Microsoft Excel required.
5. Possess a current valid Wisconsin driver’s license.

10. Ability to enter data accurately as well as ability to learn and use CCAP software.
11. Ability to accurately file both electronic and paper documents.
12. Ability to type accurately at a rate of 35 words per minute.
PHYSICAL REQUIREMENTS:
1. Ability to perform most work from a sedentary position.
2. Ability to function in situations encountered in a normal office setting.
3. Ability to use standard office equipment including telephone, ten-key calculator, computer, cash drawer, printer, fax machine, photocopier and scanner.
4. Ability to travel to other County departments and locations.
