Development Manager / Development Associate – Multifamily Development
Position Summary
The Development Manager / Development Associate will report directly to the Director of Development and play a critical role in advancing multiple multifamily development projects throughout Texas. The position will be responsible for managing the entitlement, design, budgeting, and permitting process from land acquisition through construction commencement.
The ideal candidate will possess strong project management skills and be capable of coordinating architects, engineers, consultants, municipalities, utility providers, and other stakeholders to ensure projects are delivered on schedule and within budget. The position will also support acquisition, underwriting, market research, and investor presentation activities as needed.
Some travel within Texas may be required.
Primary Responsibilities
- Manage entitlement, zoning, platting, site plan approval, and permitting activities for multiple multifamily developments throughout Texas.
- Coordinate and oversee architects, civil engineers, landscape architects, traffic engineers, surveyors, environmental consultants, and other third-party consultants.
- Serve as the primary day-to-day contact with municipalities, utility providers, governmental agencies, school districts, and other stakeholders to secure project approvals.
- Develop and maintain project schedules, monitor critical path items, and proactively identify and resolve issues affecting project timelines.
- Prepare and manage project development budgets for multiple multifamily projects, including consultant contracts, entitlement costs, permitting fees, utility infrastructure, impact fees, and other pre-construction expenditures.
- Identify cost-saving opportunities, negotiate consultant and vendor contracts, and ensure projects remain within approved budgets and schedules.
- Prepare, negotiate, and administer consultant agreements and manage consultant performance throughout the development process.
- Coordinate utility planning and infrastructure requirements, including water, wastewater, drainage, roadway, and franchise utility improvements.
- Manage due diligence activities, including environmental, geotechnical, survey, title, and other development-related investigations.
- Assist with public meetings, zoning hearings, neighborhood outreach efforts, and municipal presentations.
- Track development approvals, permit status, project budgets, and critical milestones and provide regular reporting to the Director of Development.
- Prepare and coordinate RFQ/RFP responses, consultant selections, and development-related presentations.
- Maintain organized project records, development schedules, approval matrices, and permitting trackers.
Secondary Responsibilities
- Assist in sourcing and evaluating new multifamily development opportunities.
- Support underwriting efforts through financial modeling, pro forma preparation, and sensitivity analyses.
- Conduct market research, demographic analysis, rent studies, and competitive project evaluations.
- Prepare investment memorandums and presentations for lenders, investors, and internal investment committee review.
- Track multifamily development activity, zoning cases, and market trends in target Texas markets.
- Assist with land acquisition due diligence and feasibility evaluations.
- Support capital partner and lender reporting requirements as needed.
Qualifications
- Bachelor's degree in Real Estate, Civil Engineering, Urban Planning, Architecture, Construction Management, Finance, Business, or a related field.
- 3–7+ years of experience in multifamily development, land development, entitlement, planning, civil engineering, architecture, or a related discipline.
- Strong understanding of zoning, entitlement, platting, permitting, and development processes within Texas municipalities.
- Experience managing consultants and coordinating multidisciplinary project teams.
- Ability to manage multiple projects simultaneously in a fast-paced development environment.
- Strong project management, organizational, and communication skills.
- Proficiency in Microsoft Excel, PowerPoint, and project management software.
- Financial modeling and underwriting experience preferred.
- Self-starter with the ability to work independently while collaborating effectively with internal and external stakeholders.
