Position Summary & Responsibilities
Position Summary:
This position advises the Financial and Information Services Commission (FISC) Commissioner on fiscal strategy and oversees major financial functions for KDADS, including budget development, forecasting, funding analysis, and risk assessment. It leads the creation and management of the agency’s approximate $4 billion budget through approximately 80 different funding sources and annual federal budgets and serves as KDADS’ primary point of contact for finance-related legislative activity.
Job Responsibilities may include but are not limited to the following:
Fiscal Monitoring & Forecasting

Review, analyze, and evaluate monthly KDADS expenditures to ensure alignment with agency missions, goals, and priorities.

Identify spending discrepancies and recommend corrective actions to agency staff, managers, and commissioners.
-
Oversee review of SHaRP and SMART fiscal records to verify accuracy and adherence to budget intent.
-
Collaborate with the Accounting Division to ensure expenditures are recorded according to agency, state, and federal guidelines; resolve discrepancies as needed.

Reconcile SHaRP payroll downloads with SMART and ensure positions are charged to correct departments.
-
Produce quarterly reports for the grants unit to support CMS-435 reporting.

Update budget worksheets to reflect changes in positions or payroll status.

Coordinate with Human Resources to reconcile SHaRP budget data with IBARS downloads.

Analyze spending trends for entitlement and non-entitlement programs; project long-term funding status and identify potential shortfalls.

Notify the FISC Commissioner of emerging shortfalls and recommend adjustments.

Prepare Executive Directives for Governor approval in accordance with Division of Budget guidelines.

Agency lead in caseload estimating, preparing and presenting related briefing materials.

Manage ongoing review of program and caseload expenditures to identify problems, inconsistencies, or funding gaps; advise the FISC Commissioner on findings.

Supervise Budget Analysts responsible for budget development, analysis, execution, and monitoring.
State Budget Development
-
Develop and implement KDADS budget processes for agency managers and divisions.
-
Provide training to commissioners and division directors to ensure consistency in budget development.
-
Advise division staff on budget alternatives and implications during budget formulation.
-
Prepare commission fiscal budget requests and integrate them into the agency budget document.
-
Calculate funding splits for federal programs, SGF, survey and certification match funds, and other funding sources.

Review and edit KDADS budget submissions for continuity, mission alignment, and compliance with state guidelines.

Lead or direct budget entry into IBARS and oversee preparation of the formal budget document for the Division of Budget.

Analyze the final approved budget and brief commissioners and division directors on key details.

Prepare fiscal notes for the Budget Division, Legislature, stakeholders, and the public.
-
Forecast financial needs, trends, and fiscal impacts of program changes for KDADS and State Hospital budgets.

Review budget recommendations from the Division of Budget, Governor, and Legislature; analyze changes and report impacts to the FISC Commissioner.

Summarize recommendations into reports or presentations highlighting potential funding issues.
-
Examine appropriations legislation for accuracy and compliance and report concerns to leadership.
-
Analyze proposed agency policy changes for fiscal impact and advise the FISC Commissioner and Secretary.
-
Review federal and state legislative reports and bills to ensure fiscal compliance with statutory and federal requirements.
Federal Budget Development
-
Analyze CMS annual Survey & Certification budget call letters, approved work plans, and expenditure patterns.
-
Consult with SCC Commissioner and Division Directors to identify strategies for meeting federal survey mandates.
-
Forecast resources and costs for the federal budget submission.
-
Coordinate development of the federal budget narrative and present plans to SCC and FISC Commissioners.
-
Submit federal budget documents to CMS and respond to CMS inquiries.
-
Prepare and submit budget revisions following issuance of the annual Medicare Award.
-
Oversee over 30 federal funds including Medicaid, OAA, and Block Grants.
Legislative Finance Monitoring
-
Attend legislative hearings related to KDADS budgets and monitor potential impacts of legislative decisions.

Represent the Agency in communicating agency budget and financial issues to legislative committees.
-
Collaborate with the Agency legislative staff on legislative activities and responses.
-
Verify responses to legislative requests for budget information.
-
Oversee evaluation of approved legislative funding and establish funding limitation requirements and codes.
-
Ensure Accounts and Reports records accurately reflect agency funding and that the Chart of Accounts aligns with legislative appropriations.
Other Duties as Assigned
The position may perform additional tasks that support the overall operations and objectives of the agency. These responsibilities can include assisting with projects, providing coverage for essential functions, and completing assignments necessary to maintain effective and efficient organizational operations as needs arise.
Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
Qualifications
Minimum Requirements:

Experience in public administration, finance, accounting or other related field.

Strong proficiency in Microsoft Excel, Word, and Access, with advanced Excel experience.

Strong public speaking skills and experience

Experience in a supervisory fiscal role

Unrestricted Driver’s License

Occasional Travel
Preferred:

Bachelor’s degree in accounting, business, economics, finance, statistics, or closely related field, CPA, or CPM

State budgeting and/or accounting background, including experience with IBARS and SMART
-
Strong and effective verbal and written communications skills
- The incumbent must possess strong analytical skills and be able to weigh the many factors that contribute to the variables in program budget and expenditure forecasting.
