Position Overview
The Quality Control Manager (QCM) will lead and administer the quality, safety, and compliance programs for construction projects, with emphasis on healthcare and federal contracts. The QCM ensures work meets contract specifications, regulatory requirements (including VA, USACE, NAVFAC), infection control standards, and company quality processes. This role combines field oversight, documentation, and coordination with stakeholders to deliver safe, compliant, and high-quality construction outcomes.
Key Responsibilities

Develop, implement, and maintain the project Quality Control Plan and Safety Plan in accordance with contract requirements and applicable regulations (VA, USACE, NAVFAC).

Perform daily site inspections to verify conformance with plans, specifications, and quality standards; identify nonconformances and drive corrective actions to closure.

Enforce infection control risk mitigation protocols for healthcare and hospital projects, ensuring proper barriers, HEPA filtration, and work sequencing to protect patients and staff.

Administer and enforce EM 385-1-1 and OSHA requirements (including OSHA 30) on site; lead safety briefings, toolbox talks, and incident investigations.

Oversee demolition activities ensuring safe procedures, regulatory compliance, and proper waste handling and disposal.

Coordinate with project management, subcontractors, the VA and other government agencies, and construction stakeholders to resolve quality and safety issues.

Maintain detailed quality and safety documentation using Procore and project RMS; prepare daily reports, test records, non-conformance reports, and QA/QC logs.

Conduct subcontractor prequalification, monitor performance, and provide training or direction to ensure adherence to quality and safety standards.

Facilitate inspections and audits by owner representatives (VA), USACE, NAVFAC, and third-party inspectors; implement corrective action plans as required.

Track punch lists, closeout documentation, and ensure deliverables meet owner acceptance criteria for turnover.
Qualifications

Minimum 5 years of experience as a Quality Control Manager or similar role on construction projects; experience on hospital/VA, USACE or NAVFAC contracts strongly preferred.

Knowledge of infection control procedures for healthcare and hospital construction, and experience implementing infection control risk assessments.

Current EM 385-1-1 OR OSHA 30 certification and strong familiarity with OSHA standards, and site safety program administration.

Experience with demolition operations, hazardous materials awareness, and safe work planning.

Proven ability using construction management and quality systems such as Procore and RMS (or similar).

Strong documentation and reporting skills, including preparing QC plans, NCRs, test reports, and supporting audit materials.

Excellent communication and coordination skills to work with government owners (VA), CM/GC, subcontractors, and inspection agencies.

Relevant certifications preferred: Certified Construction Quality Management (CCQM) or equivalent, Infection Control Practitioner or similar.

Associate or Bachelor's degree in Construction Management, Engineering, Architecture, or related field preferred; equivalent experience considered.

Ability to pass background checks and meet client-specific access requirements for government and healthcare facilities.
