About Project Expedite Justice
Project Expedite Justice (PEJ), founded in 2016, is a United States-based NGO with a 501(c)(3) charitable organization designation.
PEJ's mission is to use all available legal options to seek justice for individuals inadequately protected under the law, who cannot access legal resources, and who are exploited by governments, corporations, or others.
PEJ applies a novel, victim-centered approach to addressing mass atrocities. PEJ's 3-step model includes training, mentoring, and providing independent legal consulting. We partner with and train local lawyers and investigators to collect, analyze, and preserve evidence in accordance with international legal standards. Without evidence, there can be no accountability. We further build local capabilities and advance the justice process through case-specific mentoring and strategic guidance to local legal practitioners and investigators. Finally, we partner with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights abuses in court or alternative judicial mechanisms.
PEJ has projects in several countries. Our inclusive team includes people working remotely from Africa, Asia, Europe, South America, and the US. The Opportunity: Legal Education Expert
The Legal Education Expert, reporting directly to the Project Lead and the Information Management Officer, is responsible for designing and structuring practical educational content that supports both Justice Bootcamps and the Digital Justice Hub. The Legal Education Expert works closely with legal advisers, investigators, analysts, OSINT specialists, prosecutors, and judges to transform complex legal, investigative, and procedural concepts into practical learning experiences that support professional development and institutional capacity building.
The Legal Education Expert ensures that educational materials are grounded in real-world justice sector practice and aligned with the needs of Ukrainian prosecutors, investigators, and judges. The role develops case-based learning exercises, practical tools, templates, and instructional frameworks that support both in-person and online learning while promoting consistency, standardization, and long-term sustainability across project activities.
About the Project
The Justice Bootcamps project is a national program designed to strengthen police, prosecutors, Ukraine Security Services (SSU), and judges (hereinafter, “justice actors”) practices across four frontline oblasts, where more war crimes reports have been recorded. This initiative delivers targeted workshops, providing technical assistance and operational support directly to justice actors handling war crimes and crimes against humanity cases. PEJ’s approach leads to immediate, targeted skill-building that increases capacity and equips frontline justice actors to prosecute Russian international crimes.
The project is structured around two mutually reinforcing goals: (1) strengthening frontline police, prosecutorial, and judicial capacity through intensive, practical Bootcamps and ongoing expert support; and (2) institutionalizing knowledge and skills within Ukrainian justice institutions to promote long-term sustainability, professional development, and interagency cooperation. Recognizing that needs vary across oblasts, the project tailors its activities to address priority challenges in each participating region. Through a practical “learn-by-doing” methodology, Justice Bootcamps supports justice actors to strengthen their ability to investigate, prosecute, and adjudicate war crimes and crimes against humanity, helping ensure meaningful access to justice for survivors in Ukraine.

Key Responsibilities:
Instructional Design and Educational Development
- Design and structure educational content for both in-person Justice Bootcamps and online learning modules.
- Translate complex legal, investigative, analytical, and procedural concepts into practical learning experiences.
- Develop learning objectives, instructional frameworks, and participant-centered educational materials.
- Ensure educational materials support practical application, problem-solving, and professional competency development.
- Apply adult learning principles and evidence-based instructional methodologies to all educational products.
Case-Based Learning and Practical Exercises
- Develop realistic case studies, practical exercises, simulations, and scenario-based learning activities.
- Create instructional materials that reflect real-world challenges faced by prosecutors, investigators, and judges.
- Design exercises that promote critical thinking, case analysis, decision-making, and practical application of skills.
- Collaborate with subject matter experts to incorporate lessons learned and operational realities into educational content.
- Support iterative refinement of exercises and scenarios based on participant feedback and project experience.
Standardization and Knowledge Management
- Develop reusable templates, frameworks, checklists, job aids, and practical reference materials.
- Support standardization of educational content across project workstreams and learning formats.
- Ensure instructional materials can be maintained, updated, and adapted over time.
- Contribute to the development of institutional knowledge products that support long-term sustainability.
- Support integration of educational tools and resources into the Digital Justice Hub.
Curriculum Development and Content Integration
- Collaborate with legal advisers, investigators, analysts, OSINT specialists, and trainers to develop educational content.
- Support alignment of Bootcamp curricula, mentorship methodologies, and Digital Justice Hub learning materials.
- Review educational content for consistency, quality, practical relevance, and technical accuracy.
- Assist in identifying emerging learning needs, knowledge gaps, and opportunities for curriculum enhancement.
- Contribute to the continuous improvement of educational methodologies and learning resources.
Quality Assurance and Educational Effectiveness
- Review and assess educational materials to ensure they meet project standards and participant needs.
- Support evaluation of learning outcomes and educational effectiveness.
- Recommend improvements based on participant feedback, project experience, and evolving institutional needs.
- Promote consistency, clarity, and usability across all educational products and learning resources.
Organizational Engagement and Reporting
- Participate in relevant team meetings and reporting coordination calls.
- Contribute to proposal development, concept notes, and fundraising materials as needed.
- Support other project-related activities and responsibilities as assigned.
Profile: Qualifications and Attributes
Profile (Qualifications and Attributes):
- Advanced degree or equivalent professional experience in law, legal education, instructional design, adult learning, curriculum development, or a related field.
- Minimum 5 years of experience developing legal education, professional training, judicial education, prosecutorial training, or related capacity-building programs.
- Demonstrated experience translating complex legal and procedural concepts into practical educational materials.
- Strong understanding of adult learning principles and instructional design methodologies.
- Experience designing case studies, simulations, practical exercises, and experiential learning activities.
- Experience supporting prosecutors, investigators, judges, lawyers, or other justice sector professionals is highly desirable.
- Familiarity with Ukrainian justice-sector institutions, criminal procedure, or rule of law programming is strongly preferred.
- Excellent writing, editing, communication, and curriculum development skills.
- Experience developing standardized tools, templates, frameworks, and educational resources.
- Ability to collaborate effectively with multidisciplinary teams and subject matter experts.
- Experience supporting digital learning platforms, online education programs, or blended learning approaches is an asset.
- Excellent written and verbal communication skills in English; Knowledge of Ukrainian is an asset
- Preferably based in Ukraine or able to travel to Ukraine during the contract period if needed
