Community Action Association of Pennsylvania (CAAP) prides itself on cultivating, creating, and facilitating exceptional resources and experiences to meet the needs of our member agencies. We are seeking an enthusiastic YHSI Program Manager to join our team.
The YHSI program Manager will oversee the Peer-to-Partnership (P2P) Pilot Program, provide direct oversight and support to the Youth and Young Adults (YYA) embedded in the pilot communities, and ensure that program activities are completed and requirements are met.
This role provides the opportunity to offer meaningful support to youth/young adults with lived experience in youth-serving systems as they build connections and integrate their voices into system change at the local and regional levels.
PEER-TO-PARTNERSHIP (P2P) PILOT PROGRAM OVERVIEW:
The Eastern PA CoC and the Housing Coalition of Western PA (Western PA CoC) are groups of organizations and individuals working together to prevent & end homelessness across 53 counties in Eastern and Western Pennsylvania. Each CoC coordinates activities, advances systems change and expands resources to end homelessness in their respective regions.
In 2024, the Eastern and Western PA CoCs applied jointly/ collaboratively for and were awarded funding for a federal Youth Homelessness System Improvement (YHSI) grant. (The applicant on behalf of the two CoCs was the PA Department of Community and Economic Development (DCED)). The project funded under this award was created by the CoCs’ Youth Action Board (YAB) - Advocates for Change (A4C) - and a designated YHSI Core Planning Team.
The highlight of the award is the Peer-to-Partnership (P2P) Pilot Program. The goal of the P2P Pilot Program is to reduce youth homelessness by increasing youth-dedicated housing resources and bolstering cross-system collaboration at the county-level, as well as across the Eastern and Western PA Continuum of Care’s geography, using strategies that center Youth and Young Adults (YYA) voice and expertise.
The YHSI Core Planning Team, A4C, and the Boards of the CoCs will select up to ten Pilot Communities across the 53-county region to implement the P2P program locally. YYA will be embedded in each of the P2P Pilot Communities.
The Eastern and Western PA CoC’s are looking for a dedicated Program Manager to oversee implementation of the P2P Pilot Program.
Note: The Program Manager will be an employee of the Community Action Association of Pennsylvania (CAAP) which has been designated by the two CoCs to serve as the Management Entity for the P2P Pilot project.
DUTIES & ACCOUNTABILITIES:
Youth and Young Adult (YYA) Supervision and Development
- Provide direct supervision, coaching, and support to youth and young adults (YYA) embedded in P2P Pilot Communities, including weekly check-ins, goal setting, and performance reviews.
- Provide and identify ongoing training, professional development, and growth opportunities for P2P YYA to build leadership skills, systems knowledge, and capacity for community collaboration.
- Identify, document, and help address barriers that may limit P2P YYA’s ability to fully engage with community partners or participate meaningfully in their roles.
- Assist P2P YYA in establishing initial connections with their host county, host agency, and youth-serving systems.
Community Engagement and Cross-System Collaboration
- Guide cross-system collaboration among community partners, in partnership with YYA, to develop community-wide plans to address youth homelessness.
- Assist in preparing for, coordinating, and participating in community meetings, trainings, and cross-agency planning sessions.
- Support information sharing across P2P Pilot Communities, including the exchange of best practices, promising strategies, successes, and lessons learned.
- Plan, coordinate, and participate in gatherings of stakeholders within P2P Pilot Communities to foster collaboration and shared learning.
Data, Evaluation, and Continuous Improvement
- Support and coordinate data collection and information sharing efforts and help translate findings into insights that inform community planning, implementation, and continuous improvement. (Please note that this initiative involves several data projects to be executed by outside consultants and contractors.)
- Support P2P program evaluation and continuous quality improvement (CQI) efforts in alignment with HUD and YHSI expectations.
Stakeholder Communication and Reporting
- Maintain regular communication with the Youth Action Board (YAB), the YHSI core team, the YHSI project fiscal agent (UWPA), and CAAP, providing updates on progress, challenges, and emerging needs.
- Coordinate with DCED, the fiscal agent, and the Management Entity to develop and submit reports related to P2P program activities and outcomes.
General Responsibilities
- Attend and actively participate in CAAP staff meetings, team meetings, trainings, organizational events, and other activities as needed to support agency priorities and foster collaboration.
- Represent CAAP professionally in meetings, events, and interactions with community partners, youth leaders, and stakeholders.
- Perform other duties as assigned to support the successful implementation and execution of the P2P program.
REQUIRED EXPERIENCE:
- Minimum of 5 years relevant experience, which may include a combination of personal, work, and educational experiences. There are no formal education requirements for this position.
- Previous work experience in youth-serving systems and experience providing direct supervision, coaching, or mentorship to youth and young adults.
- Experience with project management tasks, such as coordinating activities, tracking progress, and supporting implementation.
- Understanding of how youth-serving systems intersect and impact youth and young adults.
- Commitment to engaging individuals with lived experience in systems change using authentic youth engagement and person-centered, trauma-informed practices.
- Alignment with the mission of the Continuum(s) of Care and the Youth Action Board.
- Ability to demonstrate self-awareness at work, including adaptability and incorporation of feedback.
- Local knowledge, expertise, and network. This role is a remote position, but we are looking for individuals who are based in and throughout Pennsylvania and can bring a local lens to the role.

- Computer literacy with a working knowledge of Microsoft Word, PowerPoint, and Excel.
LOCATION:
- The role is predominantly remote with significant travel to pilot communities throughout the state.
PHYSICAL REQUIREMENTS:
- Ability to perform the essential job functions consistently, safely, and successfully with the ADA, FMLA, and other federal, state, and local standards.
- Must be able to talk, listen, and speak clearly on the telephone and through virtual meeting tools.
ADDITIONAL REQUIREMENTS:
- Has access to daily, reliable, high-speed internet.
- Valid Driver’s License, reliable transportation, and the ability to travel throughout the pilot counties/community.
- Ability to pass required background checks.
