The Asian American Drug Abuse Program (AADAP) is a 501(c)(3) non-profit organization dedicated to serving Asian Pacific Islanders and other underserved communities with substance abuse services throughout Los Angeles County. Programs and services are provided to all individuals regardless of race or ethnicity.
Department Overview
AADAP's Outpatient programs provide community-based substance use disorder (SUD) treatment and supportive services to adults and youth throughout Los Angeles County. Services are designed to support recovery through assessment, counseling, case management, crisis intervention, referrals, and evidence-based treatment practices.
Position Summary
The Outpatient Counselor provides clinical and case management services to clients at AADAP's Inglewood and Gardena Outpatient sites. Under the supervision of the Outpatient Coordinator, the Counselor conducts intake and assessments, facilitates individual, group, and family counseling, provides crisis intervention and case management, coordinates referrals, and maintains treatment documentation in accordance with agency and regulatory requirements.
Essential Job Functions & Responsibilities
Intake, Assessment & Treatment Planning
- Screen incoming calls and walk-in clients to determine appropriate services.
- Conduct comprehensive assessments using the American Society of Addiction Medicine (ASAM) criteria to determine medical necessity and appropriate level of care.
- Complete required screening, eligibility, intake, and assessment documentation in a timely manner.
- Conduct diagnostic assessments and develop individualized treatment and discharge plans.
Counseling & Case Management
- Manage an assigned caseload of approximately 15–20 substance use disorder clients.
- Maintain regular client contact through in-person or telehealth services, as appropriate.
- Facilitate approximately 3–4 counseling groups per week, in person or via telehealth as needed.
- Provide individual, group, and family counseling and case management services to adults and youth in community-based outpatient and field settings.
- Implement and monitor individualized treatment plans and complete required treatment reviews and updates.
- Utilize evidence-based practices and interventions, including Motivational Interviewing (MI), Cognitive Behavioral Therapy (CBT), Seeking Safety, and other applicable treatment approaches.
- Provide crisis intervention and support to clients as needed.
- Conduct field-based substance use disorder treatment services as required.
- Coordinate support services and referrals with colleagues, community partners, and outside resources.
- Engage clients in Recovery Support Services (RSS), including recreational outings and other pro-social activities that promote healthy recovery.
Documentation & Compliance
- Maintain client files and records in accordance with agency, county, state, and federal requirements.
- Document services and treatment updates using the agency's Electronic Health Record (EHR) and applicable Los Angeles County systems.
- Maintain an expected productivity level of approximately 65% billable hours, or 26 billable hours per week.
- Review and assist with resolving documentation or billing-related denials in coordination with counselors, the Billing Specialist, and supervisor.
- Prepare and submit reports as assigned.
- Consult with licensed practitioners and the Medical Director regarding clinical matters as appropriate.
Additional Responsibilities
- Provide transportation to clients for program-related outings using a personal vehicle when required.
- Maintain flexibility in work schedule based on program and client needs.
- Perform other related duties as assigned.
Minimum Qualifications
- Certification/Education: California-certified or registered Alcohol and Drug Counselor, or a master's degree in Social Work or another social services field.
- Clinical Knowledge: Experience with or knowledge of evidence-based practices such as Cognitive Behavioral Therapy (CBT) and Motivational Interviewing (MI).
- SUD Treatment Knowledge: Experience with or knowledge of ASAM criteria, SAGE, Exym, or similar Electronic Health Record systems.
- Regulatory Knowledge: Knowledge of Drug Medi-Cal and START-ODS standards, policies, and procedures.
- NPI: Ability to obtain a National Provider Identifier (NPI).
- Technical Skills: Demonstrated computer proficiency and ability to maintain electronic client documentation.
- Transportation: Valid California Driver's License, minimum required automobile insurance, and reliable transportation.
Preferred Qualifications & Skills
- Bilingual or bicultural proficiency in Arabic, Armenian, Cantonese, Farsi, Urdu, Khmer (Cambodian), Korean, Mandarin, Russian, Spanish, Tagalog, Vietnamese, other Chinese languages, or other languages reflective of the communities served by AADAP.
- Experience providing substance use disorder treatment in outpatient, community-based, or field-based settings.
- Experience working with both adult and youth populations.
- Experience using electronic health record systems in a behavioral health or substance use treatment environment.

- Ability to manage an assigned caseload, maintain required productivity standards, and complete documentation accurately and timely.
- Ability to maintain professionalism, punctuality, tact, and appropriate professional conduct.
- Ability to adapt to changing program and client needs.
Special Requirements
- Employment contingent upon successful FBI/DOJ/OIG background check clearance.
- Permanent resident or U.S. Citizen; proof of work eligibility required upon hire.
- Must complete a physical examination and TB test within one (1) week of hire.
Work Schedule, Travel & Physical Demands
- Schedule: Full-time, 40 hours per week; Monday–Friday, 9:00 a.m.–6:00 p.m. Schedule flexibility may be required based on program needs.
- Work Arrangement: On-site with field-based services as needed.
- Locations: Inglewood and Gardena, California
- Travel: Local travel required, including transportation of clients to program-related activities when applicable.

- Physical Requirements: Light-duty position requiring the ability to remain stationary approximately 50% of the time and perform repetitive computer/data-entry work. Requires frequent communication with clients and coworkers and the ability to exchange accurate information. May occasionally require lifting up to 10 pounds, bending, stooping, squatting, and ascending or descending stairs or ladders.
