Roles and Responsibilities:
- Inspects all devices used in weights and measures within Erle County; assures accurate and correct net weight and totals on all vehicle scales, livestock scales, grain related scales, hopper scales, small, medium and large capacity scales, UPC scanners, retail motor fuel dispensers, bulk fuels, random and standard packaged commodities, packaging and labeling; enforces and Interprets code and law enforcement regulations.
- Submits mandated written reports to the State of Ohio. Sends reports to designated departments concerning maintenance of equipment and work performance; maintains records.
- Assists state Inspectors by testing and certifying, large capacity scales, bulk fuel trucks and bulk rack meters.
- Implements communication with commercial business owners on how there devices are to be used and maintained under NIST Handbook 44 standards of weights and measures, 130 retail and motor fuel dispensers and meters and 133 package checking and method of sale and Erie County Weights and Measures Policy and Procedures. Inspects new and non-commercial equipment used for retail sales. Educates all commercial business owners and staff on proper Weights and Measure compliance and corrective actions issues.
- Investigates and resolves all consumer complaints regarding weights and measures or other designated Issues. Hours may vary, can be called In If the need arises due to consumer requests, scale company requests or hazardous conditions with vendors.
- Independently Establishes schedule; responsible for keeping correct standards; responsible for the maintenance and repair of vehicle; attends meetings as required; keeps current with changes in the field. Performs other related duties as required.
- Communicates and works with Registered Service Companies and Commercial Business Owners: Inspecting, testing and sealing commercial and non-commercial Weights and Measures devices in Erie County. In constant communication with scheduling, testing and retesting rejected devices and those placed in service for the first time.
- Perform random field Inspections for Real Estate such as new construction, CAUV and property discrepancy. Work with Law Enforcement on skimming devices, fraud and non-approved commercial device. Investigate sales tax
- Issues making sure sales tax complies with what our county is at. Investigates vendor licenses for compliance and accuracy.
- Follow OSHA, Confined Space compliance regulations and Mine Safety Hazard Administration requirements. Due to safety Issues this is a high risk job, from lifting heavy weights, working with hazardous chemicals, hazardous work conditions and being in constant vigilance to work surroundings. On call to insure correct and accurate weights and measures for commercial businesses.
Qualifications and Education Requirements:
College degree or High School graduate plus 5 years' experience dealing with the public and performing mathematical functions. Test Completion of National Conference of weights and Measures and National Institute of Standards and Technology courses 1 thru 20 and The Ohio Department of Agriculture Division of Weights and Measures per OAC Rule 901:6-9-01. Must be a member of the National Conference Weights and Measures, Central Weights and Measures or Northwest District to act on voting items that effect Weights and Measures in Erie County and Ohio. Must annually complete continuing education to maintain certification. MUST HAVE A VALID OHIO DRIVER'S LICENSE and must to pass a background check (required for entry to any federal location to test scales). Ability to lift 50 lbs.
Preferred Skills
Knowledge of business mathematics; physical science and mechanics related to construction and operation of weights and measures devices. Ability to understand and interpret State of Ohio weights and measures legislation and Federal regulations; calculate analytical problems; apply laws and regulations to practical problems; maintain records and prepare written reports; perform related office duties; work alone without close supervision. Ability to work in sometimes-unpleasant circumstances. Ability to establish and maintain an effective working relationship with co-workers, associates, government officials, businesses, and the general public. Skill in effective oral and written communication. Skill in the use of scale and measurement equipment, test equipment, etc. quantity control, weigh master methods and petroleum products, electric measuring devices and compressed gases; and weights and measures inspection and enforcement procedures.
