Job Description
The contractor shall provide personnel that have experience providing Retirement Counseling support to Federal staff in accordance with the Office of Personnel Management (OPM) and Agency-specific guidance and regulations and shall support Agency staff in the following business areas:
- Conduct orientation and counseling on Federal Benefits and Retirement programs such as: Federal Employees' Retirement System (FERS), FERS-Revised Annuity Employees (FERSRAE), FERS-Further Revised Annuity Employee (FERS-FRAE), Civil Service Retirement System (CSRS), Civil Service Retirement System-Offset (CS-Offset), the Federal Employees' Group Life Insurance Program (FEGLI), Federal Employees' Health Benefits Program (FEHB), Federal Dental and Vision Insurance Program (FEDVIP), Federal Flexible Spending Accounts(FSAFEDS), Federal Long Term Care Insurance Program (FLTCIP), the Thrift Savings Plan, Social Security, and Beneficiary.
- Provide guidance to employees returning to or transferring to the Federal Government who are eligible for coverage under either FERS, FERS-RAE, FERS-FRAE, or CS-Offset, as to the provisions of each Retirement system and the advantage or disadvantage in their specific situation.
- Counsel employees who are potentially leaving Federal service on the Retirement and Benefits implication and options with regard to particularly sensitive or complex Benefits and Retirement issues.
- Calculate annuity estimates for employees to use as a basis in making the decision whether to retire.
- Review Retirement applications forms for completion.
- Interpret existing policies and procedures in response to inquiries from employees throughout a Federal agency and prepare appropriate correspondence consistent with applicable regulations, policies, and procedures.
- Counsel retired military employees when it may be advisable to waive their military pension to permit the military time to be credited for civilian civil service annuity purposes.
- Counsel families and beneficiaries of deceased employees concerning Benefits payable and providing expert technical information and assistance in the completion of the required forms.
- Interpret and provide counseling on the complex Civil Service Retirement Spouse Equity Act (P.L. 98-615) which permits, with a qualifying court order, the awarding of a FERS-RAE, FERS, CSRS or CSRS-Offset survivor annuity to the former spouse of a Federal employee or retiree.
- Provide detailed information to employees regarding the manner in which military service is credited for Federal Retirement purposes; advise veterans and compute the amount of necessary deposit for post-56 military service (based on military pay received) and informs employees of the options available for making military service deposits.
- Perform a variety of complex computations to advise employees and survivors on Retirement, Disability Retirement, deposits and redeposit, and Social Security offsets.
- Perform analysis, research, and resolution of sensitive and highly complex Benefits and Retirement issues such as Death-in-Service Benefits, Retirement Error Corrections under the Federal Erroneous Retirement Coverage Corrections Act (FERCCA), and Disability Retirement.
- Monitor processed Retirement cases through the Retirement Processing System (RETM) of the National Finance Center (NFC) to assure compliance with timeframes of OPM for case processing.
- Provide Compensation and Benefits support to Federal staff in accordance with OPM and Agency-specific guidance and regulations and shall support Agency staff in the following business areas: perform Compensation analysis and process employee Benefits.
- Maintain employee records in the Official Personnel File (OPF) and Electronic OPF (eOPF) system.
- Perform Payroll services and actions using Payroll providers systems including NFC and the Interior Business Center (IBC), as a second priority.
- Conduct leave audits, using systems such as Web Time and Attendance system (WebTA) and NFC.
- Manage leave programs including Voluntary Leave Transfer Program (VLTP), Leave Bank management and participation, Family Medical Leave Act (FMLA) and Paid Parental Leave (PPL) in NFC and WebTA.
- Calculate Service Computation Dates (SCD) including requesting service history documentation from other agencies.
- Calculate non-standard service requests and updating relative systems such as NFC and WebTA.
- Process FEHB requests and communicate with FEHB open season administration.
- Processing TSP elections, TCC enrollments, FEGLI changes, and Certification of Beneficiary forms.
Job Requirements
- Bachelor's degree in a related area and no less than three years in Federal Human Capital (HC) support activities in all performance areas of the requirements; years of experience may be substituted for education.
- Advanced experience and expertise in providing support to Federal Human Capital support services in accordance with OPM and Agency-specific guidance and regulations.
- No less than three years of Subject Matter Expert (SME) experience in HC support activities.
- No less than three years of experience providing support services for a Federal Government Agency.
- Working experience with systems including NFC and IBC personnel and payroll providers.
- Working experience with systems including, but not limited to, eOPF system, EmpowHR, WebTA, FHR Navigator, and request and service systems.
- Critical thinking and business analysis skills; excellent time and management skills.
- Proficiency in Microsoft Office; ability to multitask and work as part of a team.
- Strong written and verbal communication skills; professional discretion and judgment.
