Under general direction, manages roadway, utilities, traffic; and transportation engineering activities; coordinates the work of City transportation projects; responsible for the design and evaluation of traffic and transportation engineering issues; acts as liaison between the City, other municipalities, Palm Beach County and the Florida Department of Transportation; and performs other related duties as assigned.
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Assists in the development and application of transportation policies, programs, codes, regulations and services to assure compliance.
2. Managing transportation planning and engineering projects including traffic, transit and active transportation. Develops RFP, RFQ, ITB and manages consultant contacts for traffic and transportation projects.
3. Assists with the applications for and administration of federal and state grants for mobility and transportation enhancements.
4. Manages the work of outside consultants, developer schedules for bidding and construction.
5. Reviews the work of consultants and ensures timely completion of projects within the established budgets. Reviews and approves project change orders.
6. Conducts public meetings; makes presentations to neighborhood associations, City Commission, and government officials; serve as the City representative on various advisory committees and boards.
7. Prepare ACM (Agenda Cover Memorandum) and staff recommendations to the City Commission.
8. Participate in PPRC (Plans & Plats Review Committee). Recommends site plan approval conditions to mitigate project impacts on traffic.
9. Conduct of traffic engineering studies and the collection and assessment of data.
10. Responds to public inquiries and complaints, attends and participates in community meetings to provide information.
11. Participates in the development of the division’s budget. Discusses and resolves budget issues with appropriate staff and implements adjustments as necessary.
12. Participate in the coordination of issues related to railroad crossings and assist with maintenance responsibilities of all rail crossings, including the requirements established under the City’s quiet zone.
13. Participate in the process for issuance and management of the right-of-way permit program, enforcement, and road closures.
14. May provide direct supervision of staff.
15. Performs other related duties as assigned.
