FACILTIES DIRECTOR
The position is responsible for the overall physical and financial management of all Town-owned (excluding schools) building assets. Provides professional management and skilled maintenance services while exercising responsibility for planning, overseeing, and participating in construction, maintenance, physical improvements, and preventative maintenance for municipal facilities.
ESSENTIAL FUNCTIONS

- Maintains the physical condition of all town-owned (excluding schools) building assets. 24/7 availability and on-call.
- Responds to building-related emergencies and alarms, storm emergencies including building area snow removal; facilitates the operation of warming/cooling centers through generator operation during emergency situations.
- Serves on project team for all new building projects and Emergency Operations Team.
- Coordinates work of all contractors performing facilities repairs/ improvements, conducts procurements in compliance with Massachusetts Procurement Law, consults with architects and engineers on larger renovation and new construction projects, oversees project progress, contractor performance, and project close-out on large projects; ensures accessibility law compliance on all projects.
- Manages building custodial services and staff; assigns work and ensures staff has necessary supplies and equipment to complete work and checks that staff are adhering to safety protocol; maintain supplies of necessary facilities tools, repair supplies, and custodial supplies; manages facilities and custodial safety programs.
- Performs or contracts facilities repairs necessary for daily operations of the facilities.
- Maintains repair records and equipment life cycle data.
- Monitors HVAC performance of buildings both hands-on and remotely 24/7; oversees all safety inspections for mechanical, HVAC, and emergency systems; works with property insurance carriers to meet all requirements.
- Prepares and administers operating and capital budgets.
- Monitors, reconciles and records spending on operational expenses and capital projects; prepares capital requests for Town Meeting Facilities and CPA articles; presents projects and interacts with relevant Town boards and committees.
- Monitors utility consumption and works with vendors to negotiate the most advantageous third-party supply contracts.
- Manages maintenance and restoration projects for Town-owned historical properties; advise relevant Town boards and committees on maintenance and restoration work and works closely with agencies with preservation restrictions in place.
- Prepares and submits grant applications for applicable projects.
- Provides tenant support for properties Town is operating in a landlord capacity.

SUPERVISION RECEIVED
Under administrative direction, the employee works from policies, goals, and objectives; establishes short-range plans and objectives and departmental performance standards and assumes direct accountability for department results. Consults with the supervisor only where clarification, interpretation, or exception to policy may be required or as requested by the supervisor. The employee exercises control in the development of departmental policies, goals, objectives, and budgets and is expected to resolve all conflicts that arise and coordinate with others as necessary.
SUPERVISION EXERCISED
The supervisor, as a regular and continuing part of the job, is accountable for the quality and quantity of work done by subordinates and assures the accomplishment of the assigned work in the prescribed manner. The employee gives advice and instruction on both administrative and work matters; informs subordinates of organizational policies, goals, and procedures; resolves employee complaints and effects disciplinary actions, such as oral warnings and reprimands; and has substantial responsibility for technical soundness of subordinates’ work.

The work requires examining, analyzing, and evaluating facts and circumstances surrounding individual problems, situations, or transactions and determining actions to be taken within the limits of standard or accepted practices. Guidelines include a large body of policies, practices, regulations, and precedents, which may be complex. Judgment is used in analyzing specific situations to determine appropriate actions. Requires understanding, interpreting, and applying federal, state, and local regulations.
NATURE AND PURPOSE OF CONTACTS
Relationships are constant with co-workers, vendors, the public, groups, and/or individuals, such as peers from other organizations and representatives of professional organizations and regulatory agencies. The employee serves as a spokesperson or recognized authority of the organization in matters of substance or considerable importance, including departmental practices, procedures, regulations, or guidelines. May be required to discuss controversial matters where tact is required to avoid friction and obtain cooperation.
EDUCATION AND EXPERIENCE
Associate degree or equivalent training, plus 5 to 7 years of related experience; or any equivalent combination of education, training, certification, and experience. Experience managing facilities operation in a setting involving varied building types and systems.
LICENSES AND CERTIFICATIONS
Class D Driver’s License. Massachusetts Public Procurement Officer certification preferred.
KNOWLEDGE, ABILITY, AND SKILLS
Knowledge: Knowledge of laws and practices relevant to essential functions, including those related to facilities and historical buildings. Knowledge of office equipment and software including email, word processing, spreadsheets, social media, and web applications; electronic and physical records management; financial record keeping and town government operations. Knowledge of building materials, building construction, and all building systems: HVAC including controls and building management systems and software, electrical, plumbing, security alarm/access control systems and fire detection/protection systems. Knowledge gained through experience working with the above systems to either personally complete necessary actions or monitor performance of others in doing so. Knowledge of accessibility codes.

Ability to read and interpret building plans and other technical documents.
Skills: Effective communication, problem-solving, organizing, planning, supervisory, presentation, and budgeting skills. Proficient data processing and personal computer skills. Strong analytical and troubleshooting skills to evaluate conditions and implement corrective action/repairs. Experience and training in worker safety programs and building safety compliance.
WORK ENVIRONMENT
The work is performed in an office setting and off-site locations. Working conditions involve occasional exposure to intermittent machine or related noise or a combination of unpleasant elements, such as odors, chemical fumes, dust, smoke, heat, cold, oil, dirt, or grease. Includes work under typical shop conditions or outdoor work that is suspended when weather conditions are poor with exception on storm emergency elements of position.

Physical Skills
Administrative work is in an office setting, involving sitting, with intermittent periods of stooping, walking, and standing. When in the field, work requires agility and physical strength, such as moving in or about construction sites or over rough terrain or standing or walking most of the work period. Occasionally, work may require lifting heavy objects (up to 50 lbs.) and carrying them. There may be a need to stretch and reach to retrieve materials.
Motor Skills Duties involve assignments requiring application of hand-eye coordination with finger dexterity and motor coordination.
Visual Skills
Visual demands require routinely reading documents for general understanding and analytical purposes, including handwriting, maps, blueprints, and forms; inspecting surroundings and fine details to assess conditions of materials, equipment, and buildings; and reviewing detailed information displayed on a computer screen. Color differentiation is required to analyze equipment and to perform troubleshooting and repair tasks.
Pay: $94,950.00 - $99,516.00 per year
