Job Summary:
We are seeking a Site Manager for a 179-unit mixed-occupancy residential community in Hartford, Connecticut, preferablya Certified Occupancy Specialist (COS). This role is responsible for overseeing the day-to-day property operations, ensuring compliance with HUD regulations and other housing program requirements, while delivering exceptional service to residents and maintaining high occupancy and tenant satisfaction.
Key Responsibilities:
Property Management:
- Oversee daily operations of the property including leasing, maintenance coordination, tenant relations, and administrative duties.
- Ensure property is in compliance with all applicable housing regulations (HUD, LIHTC, local/state laws).
- Prepare, review, and submit required reports and documentation in a timely manner.
Occupancy & Compliance:
- Conduct certifications and recertifications for subsidized units, ensuring accuracy in income calculations, rent determinations, and verification of eligibility.
- Maintain knowledge of applicable affordable housing programs including Section 8, LIHTC, and local subsidy programs.
- Ensure all tenant files are accurate, complete, and audit-ready at all times.
Leasing & Marketing:
- Manage leasing activities including advertising, showings, application processing, and lease execution.
- Maintain low vacancies by actively marketing units and building strong community relations.
- Screen applicants in accordance with Fair Housing and program guidelines.
Financial Management:
- Collect rent and enforce collection policies, including issuing notices and managing delinquencies.
- Assist with budgeting, expense monitoring, and vendor management.
- Approve and code invoices for property-related expenses.
Resident Relations:
- Serve as primary contact for tenant concerns, maintenance requests, and conflict resolution.
- Promote positive resident engagement and community involvement.
- Address lease violations and coordinate eviction proceedings when necessary, including attendance at court hearings.
Leadership & Supervision:
- Supervise and coordinate with on-site staff (e.g., maintenance team, leasing agents).
- Ensure high standards of service and maintenance are maintained across the property.
- Conduct regular staff meetings and provide ongoing training and support.
Qualifications:
- Certified Occupancy Specialist (COS) designation preferred.
- 3+ years of experience in property management, preferably in affordable housing.
- Strong working knowledge of HUD, HOTMA, NSPIRE and Fair Housing regulations.
- Proficiency with property management software (e.g., MRI - Boston Post, Rent Path, etc.).
- Strong interpersonal, organizational, and problem-solving skills.
- Ability to work independently and manage a diverse workload.
- High school diploma or GED required.
- Bilingual (English/Spanish) a plus.
Schedule & Compensation:
- Schedule: Monday – Friday, 40 hours/week
- Compensation: Competitive salary based on experience + benefits (health, dental, 401(k), PTO)
Pay: $70,000.00 - $80,000.00 per year
