New Mexico Regulation and Licensing Division certifies and regulates approximately 429,000 individuals and businesses that fall into the following seven divisions: Alcoholic Beverage Control Division, Boards and Commissions Division, Cannabis Control Division, Construction Industries Division, Financial Institutions Division, Manufactured Housing Division, and Securities Division.
Our goal is to assure that New Mexicans receive quality services from qualified individuals and businesses while also ensuring a fair and prompt administrative process.

Why does the job exist?
This position exists to support the Regulation and Licensing Department in optimizing its use of the Salesforce platform by analyzing business needs, defining system requirements, and improving processes. As a Senior IT Business Analyst, the role bridges the gap between business and technology teams, ensuring that complex information systems align with regulatory and
operational goals. The position is essential for identifying inefficiencies, facilitating system enhancements, and guiding stakeholders through data-driven decision-making to enhance service delivery and compliance.
How does it get done?
- Support system development activities by validating requirements, clarifying functional specifications, and collaborating with developers, architects, and project teams.
- Conduct and coordinate user acceptance testing, ensuring that solutions meet business needs, regulatory obligations, and quality standards.
- Perform root cause analysis on system or process issues and provide data-driven recommendations to improve system performance, user experience, and operational reliability.
- Develop comprehensive documentation, including business requirements, functional specifications, process diagrams, user guides, and training materials.
- Facilitate user training and support knowledge transfer to staff, ensuring successful adoption of new features, enhancements, and system improvements.
- Contribute to continuous improvement initiatives by monitoring system performance, gathering stakeholder feedback, and recommending strategic enhancements.
- Support leadership in decision-making by preparing analysis, dashboards, reports, and recommendations that translate complex data into meaningful insights.
- Ensure clear communication, effective stakeholder engagement, and quality assurance throughout all phases of system and process enhancement.

Minimum Qualification
Bachelor's Degree in any field and four (4) years of experience in information technology or business analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. PMI-PBA certification may be substituted for one (1) year of education.
Employment Requirements
Must be able to pass a preemployment background check and maintain a valid driver's license.
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Lifting up to 50 lbs. Some sitting, standing, bending and reaching may be required.
