The Supply Chain Manager is responsible for the planning, execution, and continuous improvement of procurement, receiving, inventory control, warehousing, material management, and Government Furnished Equipment (GFE) processes in support of commercial and U.S. Government shipbuilding programs. This position ensures compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), contract requirements, and company policies while maintaining material availability to support production schedules and program objectives.
The Supply Chain Manager reports directly to the Director of Supply Chain, Business Continuity and Compliance and serves as a key leader in driving operational excellence, compliance, accountability, and material readiness across the shipyard.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Government Contract Compliance

Manage supply chain activities in accordance with FAR, DFARS, contract requirements, and company procedures.

Ensure solicitations, source selections, purchase orders, and subcontract documentation comply with Government contracting requirements.

Support internal and external audits, including DCMA, DCAA, CPSR, and customer reviews.

Maintain procurement files and documentation supporting regulatory compliance and audit readiness.

Interpret contractual requirements and flow down applicable clauses to suppliers and subcontractors.

Monitor supplier compliance with contractual and regulatory requirements.
Procurement and Strategic Sourcing

Lead procurement activities for direct and indirect materials, equipment, and services supporting vessel construction and shipyard operations.

Review requisitions and sourcing strategies to ensure best value, schedule performance, and compliance.

Negotiate pricing, terms, and delivery schedules with suppliers.

Develop and maintain strategic supplier relationships to improve cost, quality, and delivery performance.

Identify and mitigate supply chain risks affecting program execution.
Government Furnished Equipment (GFE) Management
-
Oversee receipt, tracking, storage, inventory control, issuance, and disposition of Government Furnished Equipment and Government Furnished Property.

Ensure accountability and traceability of all Government-owned assets.

Maintain accurate records supporting Government property management requirements.
-
Coordinate with Program Management, Quality, Production, and Government representatives regarding GFE status and utilization.
Inventory, Receiving, and Material Management
-
Direct receiving, warehousing, inventory control, and material handling activities.
-
Ensure accurate receipt, inspection, identification, and storage of materials.
-
Maintain inventory accuracy through cycle counting, audits, and reconciliation activities.

Develop processes that improve material visibility and support production requirements.

Coordinate material availability to support vessel construction schedules and minimize production disruptions.

Monitor inventory levels and implement strategies to reduce excess and obsolete inventory.
Leadership and Continuous Improvement

Supervise and develop purchasing, receiving, warehouse, and material management personnel.

Establish departmental goals, performance metrics, and accountability measures.
-
Drive process improvement initiatives focused on efficiency, compliance, and cost reduction.

Collaborate with Production, Engineering, Quality, Finance, and Program Management to support organizational objectives.

Support implementation and maintenance of ERP/MRP systems and data integrity initiatives.

Bachelor's degree in Supply Chain Management, Business Administration, Logistics, Operations Management, or related field.
-
Equivalent combination of education and relevant experience may be considered.

Minimum of 7 years of progressive supply chain, procurement, logistics, or material management experience.

Minimum of 3 years of leadership experience managing procurement, warehouse, inventory, or material management functions.
-
Demonstrated experience supporting U.S. Government contracts is required.

Demonstrated working knowledge of FAR and DFARS requirements is required.

Experience with Government Furnished Equipment (GFE), Government Furnished Property (GFP), or Government Property Management requirements is required.

Experience in shipbuilding, ship repair, defense manufacturing, aerospace, marine construction, or other Government contracting environments strongly preferred.

Candidates who do not possess direct experience supporting U.S. Government contracts and working knowledge of FAR/DFARS compliant procurement processes will not be considered for this position.
