POSITION SUMMARY
The Junior Recruiter / Candidate Sourcing Specialist is the front end of HKA's Marine & Shipyard recruiting engine. This role is responsible for building and maintaining a steady pipeline of qualified skilled trades candidates — welders, pipefitters, shipfitters, electricians, machinists, painters, riggers, and support trades — for HKA's shipyard and marine clients.
This is a high-volume, activity-driven position built for someone early in their recruiting career who wants to learn the staffing business from the ground up. The role focuses on sourcing, initial screening, and pipeline development, with a structured path toward full-desk recruiting responsibility as skills and results develop.
KEY RESPONSIBILITIES
Sourcing & Pipeline Development
- Source skilled trades candidates through job boards, resume databases, social media, trade schools, union halls, referrals, and community organizations.
- Build and maintain candidate pipelines for high-demand shipyard trades in advance of client demand, not just in reaction to open orders.
- Execute high-volume outbound outreach by phone, text, and email to generate qualified candidate conversations each day.
- Support and attend job fairs, hiring events, and trade school outreach to build local candidate presence in shipyard markets.
- Develop and maintain a referral network among placed contractors.
Screening & Qualification
- Conduct initial phone screens to assess trade experience, certifications, equipment and process familiarity, shift availability, travel willingness, and pay expectations.
- Apply trade-specific screening criteria (for example, welding process and position experience, ceramic backing, blueprint reading) as trained by the recruiting team.
- Verify baseline eligibility requirements including work authorization, background and drug screen readiness, and TWIC card status where applicable.
- Present qualified candidate summaries to Recruiters and the Recruiting Manager for submittal consideration.
ATS & Data Integrity
- Document all candidate activity — calls, texts, emails, screens, and status changes — in TempWorks Beyond in real time.
- Maintain accurate, current candidate records, including certifications, credentials, and availability.
- Keep job order pipelines updated so reporting and week-over-week metrics reflect true activity.
Onboarding & Compliance Support
- Assist candidates through the application, onboarding, and credentialing process to reduce fall-off between offer and start.
- Coordinate background checks, drug screens, and required documentation with the appropriate internal teams.
- Support first-day and first-week check-ins with new contractors to confirm arrival and address early issues.
Team & Client Support
- Partner with assigned Recruiters and account teams to understand client requirements, work environments, and hiring priorities.
- Participate in daily huddles, weekly one-on-ones, and pipeline reviews.
- Meet weekly activity and production targets as established by the Recruiting Manager.
PERFORMANCE EXPECTATIONS
Performance is measured on both activity and outcomes. Specific weekly targets are set by the Recruiting Manager and reviewed in one-on-ones.
- Activity: Weekly outbound contact and candidate conversation volume.
- Quality: Qualified candidates screened and presented per week.
- Conversion: Submittals generated from sourced candidates, and resulting starts.
- Data: Timeliness and completeness of records in TempWorks Beyond.
- Retention: Percentage of onboarded candidates who report to work as scheduled.
REQUIRED QUALIFICATIONS
- High school diploma or equivalent.
- One or more years of experience in recruiting, staffing, high-volume customer service, inside sales, call center, or a comparable phone-based role.
- Comfortable making a high volume of outbound calls daily and working toward measurable activity goals.
- Strong written and verbal communication skills, including the ability to build rapport quickly with skilled trades candidates.
- Solid organizational skills and the discipline to document work accurately and consistently.
- Proficiency with Microsoft Office (Outlook, Word, Excel) and the ability to learn an applicant tracking system quickly.
- Ability to work independently while contributing to a team-based, metrics-driven environment.
PREFERRED QUALIFICATIONS
- Experience recruiting in industrial, construction, manufacturing, marine, or skilled trades environments.
- Familiarity with TempWorks, Bullhorn, or a comparable applicant tracking system.
- Working knowledge of shipyard or marine trades terminology and certifications.
- Experience with job board sourcing tools such as Indeed, ZipRecruiter, CareerBuilder, or Monster.
- Bilingual (English/Spanish) is strongly preferred.
CORE COMPETENCIES
- Persistence and resilience — comfortable with high call volume, rejection, and reworking a pipeline.
- Sense of urgency — shipyard demand moves quickly and candidates are recruited by competitors.
- Coachability — actively seeks and applies feedback.
- Attention to detail — accurate credentialing and documentation directly affect client compliance.
- Integrity — represents opportunities honestly to candidates and clients alike.
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
- Primarily office-based, seated work with extended computer and telephone use.
- Occasional travel to client sites, job fairs, and hiring events; client sites may require PPE and safety orientation.
- Occasional early-morning or after-hours availability to reach candidates working shift schedules.
