We are currently seeking a Senior Program Controls Analyst (EVMS Compliance Analyst) to support a leading organization in Wilmington, MA.
The Senior Program Controls Analyst (EVMS Compliance Analyst) will be responsible for ensuring compliance with Earned Value Management System (EVMS) requirements across the organization. This role provides program management oversight, financial and scheduling guidance, and EVMS expertise to support successful program execution.
The ideal candidate will have strong experience in Earned Value Management (EVM), program controls, cost and schedule integration, financial analysis, and government contracting environments. This position will partner with Program Managers, Control Account Managers (CAMs), Finance, Scheduling, Contracts, Procurement, and other cross-functional teams to support program performance, reporting, and continuous improvement initiatives.
- Support program teams with the development and maintenance of program baselines, financial forecasts, and integrated schedules.
- Provide EVMS compliance support in accordance with ANSI/EIA-748 Earned Value Management System standards.
- Support Estimate at Complete (EAC) development, reviews, forecasting, and financial planning activities.
- Perform program financial analysis, including cost performance, schedule performance, trends, and variance analysis.
- Prepare and review EVMS reports and program documentation, including:
- Contract Performance Reports (CPRs)
- Integrated Program Management Reports (IPMRs)
- Variance Analysis Reports (VARs)
- Corrective Action Plans (CAPs)
- Baseline Change Requests (BCRs)
- Work Authorization Documents (WADs)
- Provide program controls guidance and analysis to Program Managers, Control Account Managers, and Finance leadership.
- Support Integrated Baseline Reviews (IBRs), customer reviews, internal assessments, and government audits.
- Assist with preparation and support of DCMA EVMS surveillance activities.
- Communicate with DCMA and support responses related to EVMS assessments and compliance reviews.
- Lead and mentor financial analysts and program master schedulers.
- Support EVMS process improvements, policy updates, training initiatives, and performance assessments.
- Develop specialized EVMS reports and analysis using program controls tools.
- Collaborate across functional organizations to improve data accuracy, reporting capabilities, and program execution.
- Bachelor’s degree in Finance, Accounting, Economics, Business, Engineering, or related field.
- 6+ years of combined experience in Finance, Earned Value Management (EVM), Program Controls, Scheduling, or related disciplines.
- Experience supporting EVMS processes and compliance requirements.
- Working knowledge of ANSI/EIA-748 Earned Value Management System standards.
- Experience with:
- Budget development
- Forecasting
- Estimate at Complete (EAC) analysis
- Cost and schedule variance analysis
- Integrated program reporting
- Strong analytical skills with the ability to interpret complex program data and communicate findings effectively.
- Excellent communication skills and ability to collaborate with all levels of an organization.
- Previous experience as a Control Account Manager (CAM) or in a Program Management role.
- Experience supporting Department of Defense (DoD) or government contracts.
- Experience with DCMA EVMS audits, reviews, or surveillance activities.
- Knowledge of EVMS guidelines, including:
- EIA-748 Standard EVMS Guidelines
- EVMS Data Item Descriptions (DIDs)
- Program Assessment and Surveillance Execution Guide (PASEG)
- Work Breakdown Structure (WBS) standards
- Experience with EVMS and project management tools, including:
- Deltek Cobra
- Deltek wInsight
- Deltek PM Compass
- Acumen
- Primavera P6
- Microsoft Project
- Microsoft Excel
- Strong analytical and problem-solving abilities.
- Ability to manage multiple priorities in a fast-paced environment.
- Excellent attention to detail and commitment to data accuracy.
- Strong interpersonal skills with the ability to collaborate across departments.
- Ability to influence process improvements and support program success.
